DEPUTY TRIBAL ADMINISTRATOR

FT/REGULAR

EXEMPT - LEVEL 15

SALARY: $37.86 (NEGOTIABLE)

GENERAL DESCRIPTION: The primary responsibility of this position is to provide administrative support to the Tribal Administrator and Tribal Council in providing oversight of the Pueblo of Zuni administrative operations. Contacts and confers with the Tribal Administrator to support goals and objectives of benefit to the Pueblo of Zuni's interest.

SUPERVISION RECEIVED: Work is performed under the direction of the Tribal Administrator.

SUPERVISION EXERCISED: Supervises Executive Assistant, Administrative Assistants, Program Managers and Directors, Division Directors, and other administrative positions.

DUTIES:

Consults with the Tribal Administrator to ascertain and define needs or problem areas that require specific, focused attention and determine appropriate means to obtain solution.

  • Attends meetings of the Tribal Council.

  • Serves as a liaison between the judicial and legislative branches of tribal government.

  • Studies proposals presented to determine possible effect on interests of the Pueblo of Zuni.

  • Provide guidance and support to Directors/Managers with Tribal Resolution development and other draft documents for the Tribal Council.

  • Reviews the Tribal Code, Council calendars, and daily agendas.

  • Advises Tribal leadership on alternate methods of solving needs or problems and recommends specific solutions.

  • Provide assistance to the Tribal Administrator with strategic planning sessions, oversight and implementation for tribal leadership and programs.

    Confers regularly with the Governor, individual Council members, the Tribal Administrator, appropriate Division Directors, Enterprise Directors, Program Managers, and Tribal Courts to discuss the merits and weaknesses of specific issues.

  • Attends special meetings called by the Tribal Council to discuss specific issues of interest.

  • Contacts individuals and groups who have expressed particular concerns and interests in order to assist the Governor and Council in responding to their concerns in a timely manner.

  • Meets with appropriate staff members of the organization.

  • Plans and coordinates meetings between community members and the Tribal Council to discuss issues and proposals and allow Council members to respond to concerns.

  • Plans and coordinates meetings between the Tribal Courts and the Tribal Council to discuss issues and proposals and enhance the understanding between both branches of government.

  • Contacts outside agencies to express interest in particular matters.

  • Attends various meetings and represents the Governor and Tribal Council.

    Assists the Tribal Administrator with oversight of all Divisions, Departments, Programs, and operations of tribal government.

  • Prepares correspondence, documents, informational pamphlets, informative letters, and memo for the Governor and Tribal Council to state the Pueblo of Zuni’s views.

  • Meets with the Governor and Tribal Council to develop correspondence on pending issues.

  • Assists the Tribal Administrator in providing guidance and assistance to Division Directors, Program Managers, and other administrative management leaders.

  • Share responsibility with Tribal Administrator for overall supervision, direction, evaluation, training and recruitment of tribal personnel.

  • Meets with community members to assist the Governor and Tribal Council in resolving matters.

  • Has primary responsibility and authority to implement and enforce all organizational policies and procedures.

  • Supports multi-tribal agreements, MOU’s, and cooperative agreements between the Zuni Tribe and other governments – federal, tribes, states, county, municipalities, and universities.

Analyzes data and information to determine solutions to pending issues, including alternate methods and procedures, changes in processing methods and practices, modifications of goals and objectives, and redesign of approaches to issues.

  • Develops a Zuni Foundation to initiate a process and clearinghouse for storing non-governmental, private funding to assist programs developed for the organization.

  • Writes grant proposals for the Tribe as requested.

    Performs other duties as assigned or delegated.

    MINIMUM QUALIFICATIONS

KNOWLEDGE, SKILLS, & ABILITIES: Extensive knowledge of the Zuni Tribal Code, issues pertaining to tribal government, and the comprehensive structure of the organization. Knowledge of tribal programs, policies, procedures, funding and accountability systems and operations. Knowledge of funding systems and cycle of agencies funding tribal programs. Ability to work effectively with the Zuni Tribal Council, the Tribal Administrator, Tribal Courts, tribal programs, administrators, and community members. Must have excellent analytical and communication skills, including speaking, writing, presentation, and negotiation skills. Must have considerable knowledge of organizational development, strategic planning, protocol, and practices as they relate to the function of tribal government. Must be familiar with the legal basis for the special relationship between the Pueblo of Zuni and Federal Government. Must be familiar with separation of power concepts and the basis for jurisdictional and sovereign authorities of tribes. Ability to identify and analyze problems and to formulate recommendations for their effective resolution. Ability to plan, organize and maintain records of legislative actions and legislation. Ability to effectively work with tribal programs, BIA Zuni Agency representatives, administrators, community members and the Zuni Tribal Council.

TRAINING AND EXPERIENCE: Bachelor’s Degree in Business Administration, Public Administration, or a related field, plus five (5) years of successful experience in a top executive/administrative position, including extensive technical/planner writing work. OR Associate’s degree in Business Administration, Political Science, Public Administration or a related field, plus seven (7) years of successful experience in a management position with the organization, including extensive technical/writing work on legislation.

LICENSE AND CERTIFICATES: Must have a valid New Mexico Driver’s License with no DWI convictions in the past three (3) five years. Must be insurable. Driving is an essential part of the duties.

PHYSICAL DEMANDS: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, driving an automobile, etc. No special physical demands are required to perform the work. Regular exposure to favorable conditions such as those found in a normal office.

SPECIAL WORKING CONDITIONS: Position is subject to Pre-Employment drug testing. Position is Safety Sensitive and will be subject to random drug screening for duration of employment. Must undergo and successfully pass a background investigation including FBI Fingerprints. Work will involve occasionally working on weekends, evenings (including late evenings), and at the request of the Governor and Tribal Council for special meetings, public forums, and presentations.
