Summary The primary purpose of this position is to serve as a senior legal advisor in Federal labor and employment law to the Commanders of the Air Force Life Cycle Management Center, 88th Air Base Wing (ABW), the Wright-Patterson AFB Medical Center, the Air Force Research Laboratory (AFRL) and all other tenant and subordinate units serviced by 88 ABW and all other tenant and subordinate units serviced by 88 MSS/DPC. Responsibilities 1. Plans, organizes, and directs the activities of the Labor Law Division ensuring that advice and representation in employment related matters complies with legal and regulatory requirements and meets customer needs. 2. Serves as senior attorney and subject matter expert in Federal employment and labor law matters. 3. As a senior attorney, provides expert legal advice, opinions and counsel concerning employment and labor matters. 4. As the senior agency representative in employment disputes, the incumbent engages in settlement negotiations as appropriate with opposing parties. 5. Reviews administrative cases removed to Federal Court to determine, with the United States attorney, for the conduct of litigation therein, appropriate legal strategy. Requirements Conditions of Employment Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status and shows a date obtained within four months of the application. Copy of the Bar Card is not acceptable proof. General requirements set forth under paragraph A4.1 AFI-51-101, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. A4.2.5.2. AFI-51-101, attorneys performing duties in GS-15 positions are expected to perform with substantial independence, even when working on the most complex or difficult matters. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal, state, and local laws, regulations, precedents, and procedures related to government-related litigation and federal employment and labor issues. 2. Ability to effectively interpret and apply law and recommend changes in legislation, policy, or regulations. 3. Ability to communicate effectively, both orally and in writing. 4. Ability to direct, coordinate, and review the concentrated efforts of teams of specialists. 5. Ability to recognize and appropriately handle issues of precedent-setting nature, delicacy, or importance to agency goals, national and international importance, or high public interest. 6. Ability to research case law and regulations relating to legal issues, inclusive of computer-based research tools. 7. Skill in developing negotiation strategies and negotiating settlement agreements. 8. Skill in presentation of and opposition to evidence and arguments made in third-party proceedings. 9. Skill in writing briefs, appeals, motions, oppositions and other writings intended to be persuasive to a neutral third-party or to clearly and precisely reflect agreements or positions. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
