    Position Responsibilities:

    The Motor Vehicle Program Coordinator is responsible for the oversight and coordination of the Central Issuance Unit and the Passenger Endorsement Review Unit.

    This role will be responsible for:

  • Interpreting, administering and ensuring conformance with the requirements of pertinent state and federal laws, planning and managing program activities

  • Making recommendations on policy and standards

  • Making recommendations for program improvement

  • Developing and implementing such recommendations

  • Maintaining auditable records and filing reports

  • Communication and collaborating with internal units and external partners and organizations who might impact program activities

  • Representing he department at meetings and leading department wide initiatives

  • Researching and responding to complex issues, assigning, reviewing and auditing work and conducting performance evaluations

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Motor Vehicles, Central Office this class is accountable for performing as a specialist in researching, developing, coordinating, enforcing and evaluating a comprehensive motor vehicle program.

    EXAMPLES OF DUTIES

  • Performs specialized programmatic duties in motor vehicle or driver licensing safety, enforcement, regulation or administration;

  • Coordinates, plans and manages program activities;

  • Secures input for program and ensures conformance with requirements of federal and state laws;

  • Develops or assists in development of program policy;

  • Formulates program goals and objectives;

  • Interprets and administers pertinent laws;

  • Coordinates and implements approved plans and mandated edicts;

  • Makes recommendations on policies and standards;

  • Coordinates implementation of plan;

  • Evaluates progress of programs and prepares quarterly and annual reports;

  • Develops and maintains accurate, auditable records;

  • Recommends policies and procedures to improve enforcement of program;

  • Coordinates training and education to ensure compliance;

  • Assists in preparation of program budget;

  • Maintains contacts with operating units, agencies and outside officials both within and outside of program unit who might impact on program activities;

  • Prepares short and long-range plans;

  • Makes recommendations for program improvements;

  • Assigns and reviews work;

  • Conducts or assists in conducting performance evaluations;

  • Provides technical direction to program staff;

  • Represents department at meetings;

  • May direct staff and operations of a major program area;

  • Performs related duties as required.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Seven (7) years of experience in program administration, planning, coordination, development or evaluation.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

  • Experience with DMV systems such as mainframe, CIVLS, card issuance manager (CIM).

  • Experience with DMV licensing state and federal statutes and regulations

  • Experience communicating with internal and external stakeholders.

  • Experience leading a team on work projects.

  • Experience with reviewing and creating program goals and objectives.
