Job Description:
This position will provide leadership support and expertise in the design, creation, implementation, and administration of rates and rate programs. This includes, but is not limited to, the creation of cost-of-service models, allocation manuals, testimony and exhibits, tariffs, and filings at the Federal Energy Regulatory Commission (FERC). This position is responsible for the preparation, presentation, and critical review of relevant cost of service studies, revenue requirement inputs, and related rate projects ensuring supportability, consistency, and accuracy of results. Additionally, this position will assist with data request responses and management of the rate case processes. This position will also work closely with other departments in the company to provide support and education on FERC guidelines and requirements as well as disseminating information about current and upcoming happenings in the utility industry that may affect Tri-State.
Note: There is one position available, and this position will be filled at one of four job grade levels: FERC Rate Analyst, job grade 6, FERC Rate Analyst II, job grade 7, FERC Rate Analyst III, job grade 9 or Senior FERC Rate Analyst, job grade 11. This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.

Senior FERC Rate Analyst
Hiring Salary Range: $124,000-$168,000
FERC Rate Analyst III
Hiring Salary Range: $100,000-$135,000
FERC Rate Analyst II
Hiring Salary Range: $78,000-$105,000
FERC Rate Analyst I
Hiring Salary Range: $71,000-$95,000
Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education and/or skill level.
Responsibilities:
Develop, maintain, and apply knowledge of FERC rules and requirements surrounding FERC-jurisdictional rate development and related areas.
Continually support Tri-State’s Mission and identify opportunities to serve Member Systems more effectively.
Assist in the development of various analyses and financial models relative to rates and rate design.
Stay informed of FERC regulations and orders that may impact Tri-State's rates, policies, practices, and procedures, and contribute to internal processes in response to changes in federal regulatory requirements.
Produce effective written communications and share knowledge on various FERC topics including presentations, procedures, policies and reference materials.
Participate in the development of rate case filings, including necessary research, analysis, and drafting of filings, including testimony, cost support, rate design, and other supporting materials and pleadings.
Gather, analyze, and input all data required to prepare a comprehensive rate design template.
Engage in rate case proceedings, including interaction with regulators, preparation and management of data requests and responses, aid in the drafting of responsive testimony and other pleadings.
Analyze intervener testimony to formulate responsive testimony and assist with cross-examination strategies.
Facilitate interveners and Commission staff data request responses and auditing functions on technical issues during general rate filings and other filed petitions and assist in support required during the hearing process.
Guide Tri-State staff in application of FERC requirements and ongoing maintenance of FERC approved rates.
Provide technical support to other departments concerning rate and revenue analysis information and issues.
Interact and work collaboratively with leadership, internal and external counsel, SMEs, consultants, and business unit staff throughout the organization to understand and address FERC regulatory issues.
Identify regulatory or external customer/stakeholder issues, particularly with respect to FERC-jurisdictional rates and regulations, and proactively develop positions to meet company objectives.
Provide information to Tri-State's business units and management that will assist in the development and implementation of revenue analysis strategies that will meet cost recovery objectives to ensure electric rates are at the lowest cost to our member and within regulatory guidelines.
Assist in the development and maintenance of the internal Rate Department site to meet the rate information needs of the Company and improve the flow of information process
Implement and administer procedures for the annual update of Tri-State’s rates including informational meetings, data request responses and FERC filings
Develop effective written and verbal communications on various industry topics including presentations, procedures, policies and reference materials.
Assist other legal, rates and regulatory teams where possible to build redundancy, gain experience and streamline and standardize processes across groups.
Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.
Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.
Analyze other companies' rate filings and results to determine potential impacts to Tri-State, especially as they relate to other generation and transmission company filings.
Build relationships across departments to enhance communication and coordination throughout the company.
Become proficient in the utilization of company reporting tools.
Develop and provide rate-related information and technical support necessary to support a wide variety of miscellaneous regulatory filings.
Assist with the development and administration of facilities use rates for non-OATT transmission assets.
Represent Tri-State in FERC and other regulatory and business proceedings and meetings related to utility organizations, industry committees, and in other joint projects.

Qualifications:
Education and Training
- Bachelor's Degree in an Electrical Engineering, Business, Finance, Economics or related field or equivalent work experience.
Knowledge, Skills, and Ability:
Excellent oral and written communication skills including ability to effectively convey complex technical or legal concepts in understandable terms both in writing and verbally. Must be able to present complex information to a highly diverse group of receivers.
Ability and willingness to complete projects and routine tasks with accuracy and attention to detail.
Strong interpersonal skills and the ability to work with a team and develop, facilitate, and implement broad based initiatives.
Knowledge of applicable FERC regulatory requirements affecting the electric utility industry.
Knowledge of electric cooperative principals.
Ability to establish and maintain effective working relationships with subject matter experts, team members, and managers.
Knowledge of electric utility operations.
Ability to analyze problems and develop effective solutions at both strategic and functional levels.
Ability to provide technical assistance to organization employees to increase their knowledge and efficiency of FERC, Rates, and the regulatory processes and requirements related to these issues.
Expert knowledge of Excel and formula creation for modeling and exhibit preparation or Expert knowledge of Word for use in testimony, tariff administration, and process documentation
Ability to work independently, with minimal direction as a highly motivated self-starter.
Understanding of cost allocation principles and ability to apply them in cost of service applications
Must be able to uphold the highest standards of discretion and confidentiality.
Needs proficient knowledge of Microsoft Office Application and PC skills.
Experience:
- Eight (8) or more years (or equivalent combination of experience and education). Note: The above requirements describe the experience and education qualifications for the Senior FERC Rate Analyst. Those with less experience will be hired at the I, II or III job grade level.
Other:
- Willingness to travel as required (must possess a valid driver's license).
DESIRED JOB QUALIFICATIONS
Working knowledge of electric utility industry preferred.
Familiarity with FERC forms, Formula Rates and deadlines.
Experience with electric utility rate setting and revenue requirements, preferred.
Experience in multiple electric utility functional areas (operations, maintenance, contracts, policy, rate setting, or related area) a plus.
Experience in FERC utility accounting, preferred.
Experience in cost allocation a plus.
Experience building and maintaining internal websites a plus
