Naval Sea Systems Command Engineer/Test Director in West Palm Beach, Florida
Summary This position is part of the Warfare Centers Personnel Demonstration Project. The ND-4 pay band encompasses positions equivalent GS-12 and GS-13. You will serve as an Engineer in the Atlantic Undersea Test and Evaluation Center's (AUTEC)Test Operations Department of NAVUNSEAWARCENDIV NEWPORT RI. Responsibilities You will perform the duties of a Test Director and Engineer/Technical Subject Matter Expert (SME). You will as an Engineer/Technical Subject Matter Expert (SME) work with test directors, technical agents and team personnel to ensure operational availability, and regulatory compliance with program documentation and requirements. You will be responsible as a Test Director for all elements of a sensor accuracy measurement trial including pre-test, dockside planning, shipboard briefings, validation of shipboard sensor, parallax data, analysis and reporting of test results. You will use engineer knowledge to provide technical assistance to shipboard personnel, evaluates sensor performance, and provides recommendations for maneuverings the ship/submarine to the Officer of the deck to ensure optimum test results. You will participate and collaborate with Ranges personnel in the improvement and modernization of equipment/instrumentation and the development of end-to-end systems requirements. You will have advanced knowledge of general engineering principles as they relate to the test and evaluation methods and approaches to senor accuracy test and trials procedures with ability to analyze, interpret, evaluate and report test data. You will provide and document evaluation related information on contractor/government performance in assigned areas and provide timely and quality monthly evaluation inputs of contractor/government performance and cost management. You will prepare and review technical reports regarding sensor accuracy and performance. You will have technical knowledge of ships and submarines and navigation procedures, weapon systems and sensors. You will review and collaborate on test procedures and documentation prepared by the Technical Direction Agent. You will Interface with naval officers and enlisted personnel to achieve goals of the designated test. You will monitor shipboard personnel in equipment setup and operation to ensure quality of data collection. You will have advanced knowledge of Government Contractor relationship and dynamics. You will communicate effectively both orally and in writing in a manner which instills confidence and promotes cooperation. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-3 (GS 09/11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer administering tasks in the development and test and evaluation of complex electro-mechanical devices and systems used in shipboard sensor testing of sonars, periscopes, radars, electronic warfare systems to recommend solutions, analyze test results and solve problems. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
