The Position

The VP OSP Engineering and Construction leads senior-level leaders responsible for construction projects in expansion markets throughout Lumos's fiber footprint. They collaborate with internal and external stakeholders, interfacing with multiple levels of teams to form them, provide training, and ongoing mentorship - ensuring successful builds in partnership with a variety of stakeholders and the governments of the communities we serve. The position is responsible for directing multi-million dollar OSP and Construction budgets, company managers, engineering teams, construction teams, and contract firms. This includes the planning, engineering, and construction of ILEC/CLEC and Network OSP facilities. This position oversees and or participates in development of various programs to achieve OSP and Construction goals of capital efficiency and installation timeframe reduction. This position requires a combination of strong leadership, business, technical, and communication skills, with a strong focus in OSP Engineering and Construction. Critical understanding of strategic planning concepts, principles, business processes and change management within telecommunications industry.

Requires 50% travel.

Duties and

Responsibilities

  • Direct, Manage, track and prioritize budgets for capital and operating expenditures.
  • Overall management of the expansion market, drive production plans and lead internal and external team to efficiency and on-time performance.
  • Create and maintain partnerships with local and state municipalities.
  • Provide recurring updates to municipalities and other local contacts.
  • Oversee management of teams responsible for Railroad crossing, ROW easements, and pole/conduit providers and all construction activity.
  • Industry organizations and utility interaction: DOH, DOT, Power Utilities, Telecommunication firms, Municipalities and other Government Agencies, Cable MSO's.

Qualifications

  • Education: Bachelor's Degree in Engineering, Business Administration, Technical or credentials desired and/or equivalent in experience.
  • Experience: Minimum of 10+ years of experience pertaining to the telecommunications industry desired. OSP management experience required, including extensive experience in OSP Engineering and Construction. Proven ability to successfully lead and track process improvement through closure. Must have capability to comfortably interface and give presentations at all levels of the organization.
