Position: COMMUNITY DEVELOPMENT GRANTS DIRECTOR Location: Waterbury, CT Salary Range: $90,000 $120,000/yr. (plus benefit package)**

Position Summary: This is a non-union, exempt, management level professional position working under the direction of the Mayor and his/her designee and the Citys Finance Director. The Community Development Grants Director is responsible for the programmatic planning and administration of the CDBG, ESG and HOME grant programs in accordance with the regulations, program requirements and directives provided by the U.S. Department of Housing and Urban Development (HUD). The Grants Director is responsible for planning and facilitating the successful and timely execution of the responsibilities vested with the Citizens Advisory Committee (CAC). The Grants Director is responsible for the preparation and timely submission of the Consolidated Annual Performance and Evaluation Report (CAPER). The Grants Director frequently interacts with internal departments and external agencies to facilitate department and agency annual funding requests. Upon award the Grants Director continues communications with internal departments and external agencies to ensure that awarded funds are expended in accordance with HUD program requirements and regulations. The Grants Director is responsible for administering and maintaining an internal control system to ensure adherence with HUD program and reporting requirements, grant assistance agreements and contracts. The Grants Director interacts with internal and external auditors related to the audit of the community development grant programs. The Director communicates regularly with the Hartford HUD Office, participates in trainings and performs periodic research to maintain and expand expert grant program knowledge. This position is responsible for supervising and facilitating training for grantees, program managers, specialists, and accountants related to grant program administration, compliance and reporting.

Responsibilities: Plans and administers the Citys CDBG, ESG and HOME grant programs in accordance with the regulations, program requirements and directives provided by the U.S. Department of Housing and Urban Development (HUD); Works collaboratively with the Mayors Chief of Staff and the Finance Director to successfully carry out the identified program priorities and ensure compliance with the Citys grant funded program obligations; Plans and facilitates the successful and timely execution of the responsibilities vested with the Citizens Advisory Committee (CAC); Prepares the Annual Action Plan; Prepares the Environmental Review Record; Completes the Consolidated Annual Performance and Evaluation Report (CAPER); Oversees the preparation and completion of the Citys Five-Year Consolidated Plan; Oversees the Citys Senior Shuttle Program; Coordinates and schedules public hearings, as required; Prepares grant award substantial amendments, as required; Works collaboratively with the Citys Corporation Counsels office on the development of grant award contracts with approved recipients, as required; Works collaboratively with the Citys Corporation Counsels office on the development and submission of grant agreements to the Citys Board of Aldermen for approval, as required; Regularly signs onto the Integrated Disbursement and Information System (IDIS) to determine if any grant compliance issues are flagged for resolution; Communicates regularly with the Hartford HUD Office, participates in trainings and performs periodic research to maintain and expand expert grant program knowledge. Responds to all requests for comment; Establishes and maintains an effective system of internal controls and a compliance monitoring system to financial and reporting requirements of laws, regulations, and contracts applicable to financial assistance programs; Reviews grantee reimbursement requests or compliance; Approves and processes for payment; Controls the final reporting and close out of all grant program years; Collaborates with the Finance Department to establish and maintain funds, accounts and budgets in the Citys financial management system that meet management needs to comply with grantor agency requirements; Reconciles accounting records to financial reports that are prepared and filed with HUD; Represents the City with a variety of interdepartmental and external contacts related to administration of these community grant programs; Communicates with City administrators and officials on grant related problems and interprets grant award program policies, rules and regulations; Interacts and communicates effectively with internal and external audit functions related to the audit and reporting of financial assistance programs; Supervises, assigns and evaluates the work of subordinates; Performs related duties as needed or assigned.

Required Knowledge, Skills and Abilities: Comprehensive knowledge of U.S. Housing and Urban Development CDBG, HOME and ESG program requirements. Good familiarity with HUD Guidelines, HUD Exchange, and HUD systems including IDIS, REAC, eLOCCS and SAM. In depth knowledge of federal and state laws, regulations, contracts and requirements related to grant program funding awarded for eligible projects, programs and social service agencies; Skill in the use of HUD software systems, computer software applications, including Microsoft word-processing and spreadsheet, database and internet software applications; Ability to plan, organize, control and effectively supervise the work of subordinates; Ability to communicate effectively, orally and in writing; Ability to solve problems, take initiative, make decisions and work independently. Good interpersonal skills.

Required Education and Experience: Bachelors degree from an accredited college or university in Public Administration, Business Administration, Community/Urban Planning or related field, and at least three years of management experience and training in the administration and operation of grant programs. In lieu of a Bachelors degree, minimum of (10) years of combined education and professional experience in the administration of, training and operation of community development grant programs, with at least 5 years in a management/supervisory capacity.
