Summary You will serve as a SUPERVISORY PROGRAM ANALYST in the Cyber Engineering & Digital Transformation Directorate of NAVSEA HQ FIELD SUPPORT. Responsibilities You will analyze and evaluate effectiveness of program requirements throughout the lifecycle. You will lead efforts in studies and analysis for improvement and efficacy strategies for programing budgeting and procurement. You will direct and evaluate complex studies and develop new methods and procedures to measure program results, and effectiveness. You will define, integrate, and implement strategic direction for vital programs with long-term impact on large numbers of people. You will work with senior management to establish new fundamental concepts and criteria and stimulate the development of new policies, methodologies, and techniques. You will perform program reviews and recommend improvements to production and programmatic deficiencies. You will provide a wide range of substantive oral and written presentations and reports to internal and external stakeholders. You will present organizational briefings to convey strategic vision or organizational policies. You will direct assignments to encourage employee development and cross-functional growth to meet organizational needs. You will identify and facilitate potential solutions and evaluates technical, cost, and schedule implications of each viable solution. You will lead, define, manage, and integrate efforts of several groups or teams. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading studies to improve the efficiency of enterprise-wide systems by analyzing and interpreting program requirements for the life cycle management, operation, or retirement of IT systems. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. Salary is capped at GS-15, Step 5 ($189,950). If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
