Naval Sea Systems Command PROGRAM ANALYST in Washington Navy Yard, District Of Columbia

Summary You will serve as a PROGRAM ANALYST in the PROGRAM OFFICE FOR STRATEGIC AND THEATER SEALIFT (PMS 385) of PROGRAM EXECUTIVE OFFICE SHIPS. Responsibilities You will be an Assistant Program Manager (APM) in PEO Ships assigned to the Strategic and Theater Sealift Program Office (PMS 385). You will work with managers, engineers, and analysts responsible for constructing, testing, and delivering Expeditionary Sea Base (ESB) ships while developing requirements and designing for future Strategic and Theater Sealift ships. You will participate in significant management planning and decision-making functions in the Program Office. You will participates in the design of, and implement, program office and assigned program strategic goals and directives; forecast and manage workload for assigned program area. You will implement acquisition strategies and program baseline, and through subordinate managers direct acquisition life cycle activities of the program. You will monitor systems designed to collect maintain and analyze data; review interim progress reports, final reports and other Information related to assigned programs. You will assess technical, contractual and schedule risks and benefits of alternative approaches for achieving objectives. You will develop plans and manage contractual requirements for the program, coordinating all program and technical requirements with contracting officer/contracting organization. You will direct development of life cycle documentation for assigned project and coordinate briefs and documentation for presentation at DON, OSD/OMB budget and other hearings and, if applicable, to assigned program/system, milestone reviews. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public performing analytical studies to develop and implement acquisition strategies for improved program efficiency. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus the salary range may be capped at GS-15, step 05, which is equivalent to $185,824. If you're current salary is above this amount, your salary may be matched.
