Naval Facilities Engineering Command MANAGEMENT AND PROGRAM ANALYST in Washington Navy Yard, District Of Columbia
Summary You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Requirements Strategy subdivision of the NAVFAC Business Directorate. Responsibilities You will serve as a senior program analyst and advocating for and assisting in the management of resources - including funds, personnel, data, and business systems - throughout the planning, programming, budgeting, and execution (PPBE) cycle. You will serve as Contracting Officer's Representative (COR) and perform all related duties, and you will maintain all required COR training and certifications. You will ensure command program objectives and requirements are communicated, supported, and achieved via Program Objective Memorandum (POM) development. You will serve as the SYSCOM Service Requirements Review Board (SRRB) administrator, the primary avenue for vetting of command contracting requirements. You will lead the development of annual execution year plans and report their performance against execution metrics (e.g., Perform to Plan), to identify systemic enterprise-wide resourcing or operational risks. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Gathering, analyzing, and evaluating information concerning management and program operations through high-level management analysis techniques, planning principles, advanced management and organizational functions, processes, principles, methods, and procedures; 2) Managing command-level resources (funds, personnel, data, and business systems) throughout the planning, programming, budgeting, and execution (PPBE) cycle, and developing/submitting Program Objective Memorandum (POM) related products and deliverables; 3) Conducting complex studies that identify ways to improve effectiveness and efficiency of work methods, procedures, organizations, manpower use, work distribution, delegation of authority, management controls, information and documentation systems, and similar functions as they relate to a project/assignment; and 5) Performing the duties of a Contract Officer's Representative (COR). *NOTE: This information must be supported in your resume to be considered for the position.
