Naval Facilities Engineering Command FINANCIAL MANAGEMENT ANALYST in Washington Navy Yard, District Of Columbia

Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the Financial Management Division of NAVAL FAC ENGINEERING CMD WASH. Responsibilities You will assist in performing functions such as: formulation of budget and estimates; labor analysis and General Ledger review and evaluate of funding request, budget requests, control and reporting; track and monitor obligations and expenditures. You will resolve prior year funding balances and Triannual Review inquiries and samplings. You will plan work, set priorities and schedules work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will improve production and quality of work providing recommendations for improvement and job efficiency and effectiveness. You will ensure financial principles are in compliance with FIAR and auditable mandates. Requirements Conditions of Employment Qualifications For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Formulating budgets and cost estimates to support plans, programs, and activities; 2) Reviewing financial documentation to ensure it meets mandated laws, policies and regulations; 3) Interpreting the impact and planning financial/budgetary changes for program managers and personnel and planning; 4) Creating briefs and training presentations on financial, budget, and accounting systems. For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Using automated financial database and spreadsheet software to develop and improve financial data collection, storage, and reporting on recurring basis; 2) Formulating budgets and cost estimates to forecast financial and budgetary requirements for several fiscal years in advance, to evaluate and make budgetary recommendations to Business Line Management for effective use of resources; 3) Respond to data calls by researching data to report findings to the appropriate authority; and 4) Reviewing and interpreting laws, policies, regulations, directives, ect. pertinent to financial management to establish impacts to budget and resource allocations. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS -11 Applicants that do not meet the specialized experience as described above may qualify with education or a combination of experience and education, as follows: Have successfully completed a PH.D. or equivalent doctoral degree, or have completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent, or have completed an LL.M degree that is related to the position being filled, or have a combination of experience an education as described above that equates to one year experience.
