Eversource Energy Vice President, Federal and Regulatory Policy in Washington, District Of Columbia

Role and Scope of Position:

Represent Eversource’s interests by lobbying for policies which support the company’s business operations while discouraging the enactment of regulatory policies which might adversely affect the company’s operations. Oversee and manage the liaison between Eversource and Congress, selected federal and state governmental agencies, business and industry associations and other legislative and regulatory groups with direct or implied implications to Eversource’s business operation. Monitor and evaluate government policy changes, proposed legislation, and proposed regulations for potential impact; plan and develop strategies related to Eversource’s activities impacted by the Federal Energy Regulatory Commission (FERC) while ensuring the company’s full compliance with applicable Federal, State, and local laws, rules and regulations.

Essential Functions:

  • Maintain relationships with key members of Congress to promote the interests of Eversource; develop and maintains relationships with other industry representatives including regulators, trade associations and other utility companies.
  • Represent Eversource before trade associations, Congressional offices, regulatory agencies and the Administration; ensure that the company’s interests are represented in strategy meetings with other utilities and relevant parties on pending legislation and rulemakings.
  • Identify, monitor, evaluate, analyze, and interpret legislative and regulatory developments and initiatives on matters affecting the business of Eversource.
  • Keep Eversource leadership informed of legislative and regulatory issues and support development of company-wide positions on government affairs-related issues and activities.
  • Act as a leader in industry coalitions pursuing goals of common interest.
  • Represent Eversource at political and industry events.
  • Establish strategy and direction for Eversource’s federal policy in alignment with corporate-wide strategic plans; collaborate with business leaders to integrate across the business.
  • Act as a trusted advisor to senior leadership on policy issues
  • Lead preparations for FERC regulatory proceedings; provide subject matter expertise on FERC regulatory issues and direct the integration of FERC regulatory matters into other functional activities.
  • Direct all regulatory activities related to the FERC including filings, litigation and communication management
  • Provide expert testimony before the FERC
  • Effectively present Eversource’s position on FERC regulatory matters to internal and external audiences

Technical Knowledge/Skill/Education/Licenses/Certifications:

Technical Knowledge/Skill:

  • Demonstrated ability to build and maintain relationships with both internal and external stakeholders, including executives, regulators and members of Congress and the Administration
  • Deep understanding of the political process with the ability to persuade and influence internal/external stakeholders with multiple and diverse interests
  • Ability to readily master new energy and utility policy issues and identify priorities and positions based on business needs; identify, assess and strategically mitigate risks
  • Extensive resourcefulness to anticipate, define and direct solutions to complex and/or unusual regulatory issues
  • Experience in providing expert testimony before regulatory agencies, commissions, courts and public forums
  • Strong spoken and written communication skills including the ability to develop and give presentations before various audience sizes at all levels of the organization
  • Ability to think and act strategically in a fast-paced environment with frequently shifting and/or conflicting priorities
  • Ability to evaluate and implement sophisticated regulatory programs and initiatives strategically and tactically
  • High degree of personal ownership and accountability
  • Ability and willingness to work with integrity and maintain high ethics
  • Extensive knowledge of FERC regulatory policies and practices and the regulatory environment
  • Knowledge of utility regulatory environment, ratemaking processes, accounting and finance, and organizational structure and functions

Education:

  • Bachelor’s degree in Business Administration, Political Science, Public Policy or a closely related discipline; advanced degree in Law, Public Policy or a closely related discipline strongly preferred

Experience :

  • 15 years’ experience working with the utility sector
  • Employment at FERC or in private industry with job responsibilities related to FERC
  • Experience working closely with federal administrative and legislative bodies, industry groups, peer companies

Licenses & Certifications:

  • Registered as a Lobbyist

Working Conditions:

  • Must be available to work emergency restoration assignment as required.
  • Must be available to travel between MA/CT/NH as necessary.
  • Job is located in the Washington, DC area
  • Ability to quickly respond to and effectively manage multiple, shifting priorities
  • Attendance at governmental and regulatory meetings during and after regular business hours
  • Attendance at after-hours events
