Job Description

BAE Systems is seeking an experienced Unified Communications Manager to support our work as a prime contractor on a high-profile U.S. Navy weapon system. This position is responsible for the day-to-day UC Infrastructure operations, Audio/Visual upgrades and maintenance, project planning and documentation, and act as the Engineering Lead for the UC Collaborations Program. This position requires you full time on-site at Washington Navy Yard five days per week.

About the program

Our organization has supported the U.S. Navy s Strategic Systems Program (SSP) continually since the program s inception in the 1950s. SSP developed the first sea-based, underwater-launched Strategic Weapon System (SWS), a defense system that is truly critical to our national security. For more than six decades, SSP has maintained and upgraded this weapon system and we have been there every step of the way. The sea-based SWS is the ultimate stealthy weapon system and as the first leg of the U.S. nuclear triad. With over 70% of our nation s nuclear arsenal its importance to maintaining world peace cannot be overstated. The development of Columbia, the most advanced nuclear-powered, nuclear-armed submarine ever designed, as well the next D5LE2 weapon system is under way and will begin to be rolled out over the next decade. The Navy projects this system to be operational through 2084, meaning the program will have a total life span of more than 120 years. This is a truly unique program and BAE Systems employees on this program understand they are part of an important legacy.

Position Description and Responsibilities:

As an onsite Unified Communications Manager, you will work directly with the CIO/Deputy CIO to identify strategic goals and objectives and lead the breakdown of the project goals into achievable objectives for your Team. You provide purpose, direction and motivation to a team of Unified Communications Engineers across the enterprise, and manage their daily operations of the video teleconferencing infrastructure hardware on both Unclassified and Secret networks. This position manages operations and maintenance of all UC devices to include Video Communications Servers, MCUs, Gateways, room-based VTC systems, Desktop VTC devices, and other VTC-related equipment Cisco unified communications manager software suites (CUCM, Unity, Meeting Server, Meeting Manager). Your Team conducts integration and configuration of existing UC hardware, including application of security controls and management support to the network infrastructure that underlies the UC platform. They patch and upgrade firmware, break/fix support, and daily operations support, including on-site assistance for special events. In addition, they maintain and provide configuration management information that shall include but not be limited to: equipment hardware make/model, version numbers of installed software, as-built drawings, serial numbers, and all passwords.

Your role ensures technical solutions comply with all applicable DoD regulations and industry standards. The Team monitors system and network operations, and notifies users when systems display non-standard or out of tolerance behavior. They apply technical expertise to mitigate potential system problems before they occur and resolve all IP UC service interruptions and technical problems in a timely manner, should they occur. Your Team provides enterprise-level system administration for the UC enterprise by ensuring all IP and ISDN based UC systems are configured in accordance with DISA best practices and Security Technical Implementation Guides (STIG); resolving system operational problems by troubleshooting and performing fault isolation and repairs, replaces, or reprograms faulty equipment, as required; and, providing life cycle refresh projections for UC infrastructure, endpoints, and AV equipment build out projects. Overall responsibility for site surveys to establish AV/VTC systems and equipment based on customer requirements and consulting with client(s) and internal engineering groups to create and/or review requirements, functional specifications and detailed designs.

The UC Manager performs supervisory duties including, but not limited to, hiring, training, evaluating, counselling, and disciplining employees. You ensure personnel are properly qualified to perform duties effectively, identify successors for all key positions, set technical and performance objectives with subordinates, conduct performance appraisals, and ensure that all personnel are informed of and adhere to all pertinent company policies and procedures.

  • Twelve years of related professional work experience in lieu of a degree. Or, a Bachelor's degree in Cyber Security, Information Systems, Computer Science, Mathematics or related field with at least 6 years of professional work related experience.

  • An Active DoD Secret clearance and ability to obtain and maintain a Top Secret clearance.

  • An IAM Level II certification as specified in the DoD 8570.

  • Or, have a SECNAV 5239 qualifying degree AND meet the requirements for an IAM II as specified in the DoD 8570 within 6 months of start date.

  • Ability to obtain and maintain Common Access Card (CAC) along with badge access to the customer s facility.

  • Ability to obtain and maintain a network account in good standing on the customer s network.

  • Minimum two years of experience managing people.

  • Ability to juggle multiple priorities.

Technical Knowledge and Proficiency

  • Expert knowledge of Unified Communications technologies systems a, including familiarity with foundation technologies, VTC protocols, and communication standards to include SIP, SIP-TLS, H.323, H.320, H.460, TLS, RTP, SRTP, TCP/IP, UDP, content control protocols, video compression standards, routing protocols, networking fundamentals, and Cisco (Tandberg) and Polycom video & voice technologies.

  • Experience with Cisco Video Teleconferencing Architecture and infrastructure equipment to include Codian MCUs, Expressway family of products, ISDN Gateways, Serial Gateways, and TelePresence Management Suite (TMS), Cisco Call Manager, Cisco Unity Server.

  • Experience developing configuration change plans (CCPs) or Change Control Board (CCB) plans, and standard operating procedures (SOP) for VTC infrastructure, endpoints, and other related equipment.

  • Eight years of experience with administration, installation and repair of Cisco (Tandberg), Polycom, and/or Lifesize systems.

  • Experience with DISA STIGs and implementing the security controls on VTC infrastructure

Communication

  • Ability to communicate effectively both orally and in writing.

  • Good writing skills to document procedures, create reports, and reply to correspondence; ability to prepare and present cogent briefings.

  • Excellent interpersonal skills used when interfacing, coordinating, and negotiating with colleagues, auditors, customers and vendors.

  • Strong analytical skills as well as excellent written and verbal communication skills to include technical documentation skills, and the ability to teach classes to lower-level staff members.

Professionalism

  • Self-motivation and ability to work independently.

  • Ability to exercise discretion and independent judgment and make sound decisions while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations.

Pay Information

Full-Time Salary Range: $130355 - $221603

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
