Office of the Secretary of Transportation Supervisory Transportation Industry Analyst - BIL (Open to both U.S. Citizens and Federal Employees) in Washington, District Of Columbia

Summary This position is in the Office of International Aviation and will serve as the Assistant Director for Regulatory Affairs. The OIA develops, coordinates, and executes departmental international aviation transportation policy. The Office provides policy advice and policy recommendations for Aviation and International Affairs on issues involving international civil aviation, including principal responsibilities for bilateral and multilateral aviation negotiations, and licenses. Responsibilities The Supervisory Transportation Industry Analyst: Determines the program objectives, develops plans of work for achieving program goals, sets priorities, prepares works schedules; makes recommendations to the Director on resources to administer the economic regulatory functions related to foreign air transportation comprised of assessing economic licenses to U.S. and foreign air carriers to operate international services. Manages the Regulatory Division staff and ensures acceptable performance levels. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Gives advice, counsel, or instruction to employees on both work and administrative matters. Carries out comparative selection proceedings to allocate opportunities where U.S. carrier demand exceeds available rights; examining documentation for public charter operations to ensure tour operator and air carrier compliance with consumer protection regulations; evaluating international fare, rate, and rules agreements and tariffs filings; maintains fare formulas required by statute or departmental policy; directing electronic tariff systems policies and operating standards; advocating and executing the International Air Transportation Fair Competitive Practices Act (IATFCPA) and Chapter 14 of the Code of Federal Regulations, when resolution of competition issues cannot be reached through diplomatic channels. Provides expert advice to the Under Secretary, the Assistant Secretary for Aviation and International Affairs, the Director of the Office of International Aviation, as well as other DOT offices, other government agencies and non-governmental interests on international aviation statutory, regulatory, and licensing issues. The ideal candidate is a seasoned, motivated, and self-reliant professional who can share their expertise in licensing of international air transportation on matters related to international and civil aviation policy, regulatory initiatives, tariff and pricing issues, regulatory countermeasures, route cases, and assigned special projects with skilled professionals who ensure the safety and fairness of the transportation industry. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience performing analytical, evaluative, advisory, or comparable work involving the licensing of international air transportation and/or other activities associated with the economic regulation of international air transportation as a regular and recurring part of your job with minimal supervision. Experience developing and analyzing economic regulatory frameworks to adjudicate regulatory matters relating to international air transportation to and from the United States as a regular and recurring part of your job with minimal supervision. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence: Civil Air Carriers’ Rates/Licenses - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform analytical, evaluative, advisory, or similar work impacting U.S. and foreign civil air carriers’ rates, fares, charges, licenses, tariffs, agreements, operations, services, and regulations related to the political or politico-economic nature of the United States with other governments to move people and goods.
