Summary The Federal Research Division (FRD) is the fee-for-service, full cost-recovery research, translation, & analysis service of the Library of Congress. FRD administers the Federal Research Program. This program provides research reports, translations, & analytical studies for entities of the Federal Government & the District of Columbia, & for which program there has been established in the United States Treasury a revolving fund into which funds are deposited without fiscal year limitation. Responsibilities Supervises a group of employees performing work up to the GS-13 level.Supervises the work of performing research, analysis, and technical information development. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Contributes to policy and programming guidance for the Section. Analyzes, designs, implements, and evaluates research, analysis, and translation projects performed by project team members on domestic and foreign topics. Conceptualizes new approaches suited to a wide variety of Federal client agency requirements. Coordinates with the division chief, section heads, and other project managers. Serves as an expert in the organization, development, and implementation of multiple research programs and projects. Administers programs and projects assigned to the Section. Develops detailed plans, tasks, milestone dates, and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects. Draws upon expert and authoritative knowledge of collections, resources and other experts in the field of inquiry in assembling highly complex reports and research papers for use by government officials. Conducts research and analysis in topics in field of expertise, providing authoritative and definitive results. Provides in-depth analysis on complex questions, requirements, and priorities. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position may work a flextime work schedule. The tour of duty for this position is full-time. This is a supervisory, non-bargaining unit position.
