DHS Headquarters Supervisory Policy Advisor in Washington, District Of Columbia

Summary The primary purpose of this position is to serve as the Director of the Policy Division within the CWMD Office Policy, Strategy, and Analysis Directorate. In this role, the Director is a policy advisor for CWMD and provides strategic planning and policy expertise in support of external and federal affairs activities of the Office. Serves as a technical expert, providing advice and guidance in areas that require extensive interpretation. Non-BU: This is a non-bargaining unit position. Responsibilities As a Supervisory Policy Advisor, GS-0301-15, your typical work assignments may include: Providing CWMD with policy expertise on issues having national implications on homeland security, weapons of mass destruction (WMD), and related issues. Plans, tracks, organizes and analyzes legislation related to DHS CWMD medical readiness, biodefense and WMD planning and response initiatives. Assists in the development and preparation of Congressional testimony for CWMD, and for its timely delivery to the Congress. Supervise a workforce and direct a staff within the Policy Division. Workforce direction generally includes typical first level supervisory duties such as: work planning; work assignments; work evaluation; providing advice, counsel, or instruction to employees; identifying employee training needs; finding ways to improve the quality of the work directed; performance appraisals; and grievances. Requirements Conditions of Employment Qualifications Specialized Experience: You qualify for the GS-15 grade level if you possess one (1) year of specialized experience equivalent to the GS-14 grade level in Federal Service or equivalent private/public sector experience. For this position, specialized experience is defined as: Leading a team of analysts conducting analysis and evaluation for policy development and strategic planning on chemical, biological, radiological, nuclear, (CBRN) and/or related issues. Providing advice and guidance in areas that require extensive interpretation for many different program processes and methods on CBRN and/or related issues. Building and maintaining strategic relationships within and external to the Agency and at all levels of management for developing policy definition and funding. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
