Department of State - Agency Wide Supervisory IT Specialist Operating Systems (OS/INFOSEC) - CTAP/ICTAP in Washington, District Of Columbia

Summary This position is located in the Office of Inspector General under the policy and direction of the U.S. Department of State. The Office of information Technology (IT) Operations Office and supports the mission of the Office of the Inspector General Executive Office (EX) Division. Responsibilities As a Supervisory Information Technology Specialist Operating Systems (OS/INFOSEC), the incumbent personally performs IT duties and supervises staff within the office of IT Operations. Work involves planning, testing, coordinating, installing, configuring, operating, troubleshooting, and maintaining hardware and software systems in support of the organization's IT architecture and business needs. Analyzes systems requirements in response to business requirements, risks, and costs. Evaluates, selects, verifies, and validates the systems software environment. Integrates hardware and software components within the systems environment. Monitors and fine-tunes performance of the systems environment. Evaluates new systems engineering technologies and their effect on the operating environment. Plans and schedules the installation of new or modified hardware and operating systems and applications software. Manages accounts, network rights, and access to systems and equipment. Manages systems resources including performance, capacity, availability, serviceability, and recoverability. Implementing security procedures and tools. Develops and documenting systems administration standard operating procedures. Resolves hardware/software interface and interoperability problems. Ensures systems availability, functionality, integrity, and efficiency. Maintains systems configuration. Manages the installation/integration of systems fixes, updates, and enhancements. Ensures the rigorous application of information security/information assurance policies, principles, and practices in the delivery of systems administration services. Performs the full range of supervisory duties and responsibilities with technical oversight of contracted staff. Plans work to be accomplished by subordinates, sets priorities, and establishes schedules for work capabilities of employees. Gives advice, counsel, or instruction to employees on both work and administrative matters. Makes decisions on work problems presented by subordinates or by contractors. Interviews candidates for positions, recommending appointments, promotions or reassignments Evaluates the effectiveness of operations supervised in terms of mission accomplishment, quality, and quantity standards, procedural, policy, and regulatory compliance. Hears and resolves employee complaints, referring group grievances of more serious complaints to higher leadership. Effects minor disciplinary measures such as warnings and reprimands; recommends actions in more serious cases. Coordinates and integrates the work of Information Technology contractors. Responsible for implementing and enforcing all safety rules, regulations and directives that are applicable to the work supervised. Determines whether contractor performed work meets standards of adequacy necessary for authorization of expense. Approves expenses comparable to within-in grade increase, extensive overtime, and employee travel. Recommends awards or bonuses for nonsupervisory personnel and changes to positions work designation, subject to approval by higher level officials. Identifies training and development needs of employees, providing or making provisions for training as required. The incumbent of this position is subject to serve a Contracting Officer's Representative (COR). As a COR the incumbent will ensure prompt payment of invoices; maintain a complete contract file; make no unauthorized commitments; and comply with all delegations and instruction from the Contracting Officer. Work collaboratively with the Chief Information Security Officer (CISO) and his team to create and maintain security plans, policies, procedures to prevent and defend against unauthorized access to OIG networks. Oversees the operational security of OIG systems in compliance with FISMA and applicable laws and regulations. Participates in and supports information security risk and vulnerability assessments for yearly assessment and authorization to identify vulnerabilities, risk and protection needs. As well as continuous monitoring efforts. Responds to data calls to ensure OIG systems and network compliance with government IT security regulations. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Time-In-Grade Documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in managing on premises and cloud-based infrastructure and application deployments and solutions in Microsoft Azure and Microsoft 365 environment. Experience in lifecycle management for IT infrastructure- inventory tracking and equipment refresh. Experience in through understanding of FISMA process and requirements; lead audit support and continuous monitoring efforts on multiple networks. FAC-COR level 2 certification is preferred/desired. The Information Technology (IT) Skills Incentive Program (SIP) pays Civil Service and Foreign Service IT employees, serving in IT specific skill codes/positions, a percent of their basic pay based on attainment of specific IT credentials after joining the Department. The IT Skills Incentive Program Panel determines skills that qualify at each level and determines which applicants meet program requirements. The SIP Program provides incentive for IT staff to improve and maintain their IT skills and competencies. Today at least 45% of the Department’s eligible IT Professionals are receiving a SIP allowance in recognition of new skills they have acquired. The increase in skills and competencies not only contributes to the careers and skillset of the IT Professionals, but it also allows them to provide more support and expertise to State’s critical IT infrastructure.
