Summary This position is in the Senior Executive Service (SES). Veteran's preference does not apply to the SES. Responsibilities As the Chief Executive Officer for Federal Prison Industries, you will be responsible for providing executive and managerial direction over the corporation and all of its programs and personnel. Federal Prison Industries (FPI) is a wholly owned government corporation that provides employment and training opportunities for inmates housed in federal correctional institutions throughout the United States, and employs nearly 17,000 inmates annually across 60 plus locations. The Chief Executive Officer reports to the Commissioner of FPI who also serves as the Director of the Bureau of Prisons (BOP), thereby assuming a major role in the development and approval of top level policies and procedures in the FPI and BOP as appropriate. The CEO also reports to the Presidentially appointed Board of Directors for FPI on any issues critical to operating functions. The Chief Executive Officer for FPI directs the functional activities of the corporation, including purchasing, manufacturing, marketing, engineering, new business development, financial and budget management, and personnel management. Additionally, the CEO manages the resources of the corporation, to ensure maximum utilization of resources in order to: generate sufficient income to cover operating expenses, provide for continuing expansion and update of plant and equipment; plan an ongoing vocational, industrial training, and inmate certification programs. The CEO acts as a liaison with top officials of other government agencies and representatives of labor and industry in promoting the mission of the corporation, and to exchange ideas and information on production methods, working conditions, and labor management relationships. Requirements Conditions of Employment Qualifications Your resume must include information that emphasizes progressive leadership responsibilities for positions held to include the scope and complexity, program accomplishments, and results of executive actions taken. Additionally, the resume must include information that addresses how their qualifications relate to the Mandatory Technical Qualifications (MTQs) and the Executive Core Qualifications (ECQs). MANDATORY TECHNICAL QUALIFICATIONS: To be qualified for this position, applicants must be able to demonstrate experience leading complex manufacturing operations in a large Public or Private Sector corporation; AND applying Total Quality principles, or Lean Six Sigma, or Theory of Constraints or production flow optimization; AND applying cost savings methodologies within a large corporation; AND experience analyzing the interactions of corporate sales, earnings, and costs to discern where leverage exists to improve results and meet the mission of the Federal Prison Industries. Education This position does not have an education requirement. Additional Information You must submit all required information by the closing date. You must provide the information annually after appointment. Veteran's Preference is not applicable to the Senior Executive Service. The Executive Core Qualifications (ECQs) of the selectee who is not a current or former career SES employee (Title 5) must be approved by the Office of Personnel Management (OPM) before appointment. In addition, individuals entering the SES for the first time are subject to a one-year probationary period. Applicants who have completed the Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application. OPM is required to review the ECQs of each new career appointee to the SES prior to appointment. To be considered for this position, applicants must submit a written statement addressing the 5 ECQs listed above. Unless you are currently serving under a career SES appointment, are eligible or reinstatement into the SES or have successfully completed an SES-Career Development Program approved by OPM, you must submit a narrative statement covering each of the ECQs to receive consideration for this position.
