Summary This position is part of the U.S. International Development Finance Corporation (DFC), Office of Administration (OA), Corporate Administrative Services Division (CASD). As a Security Specialist, you will be responsible for supporting various security disciplines to include: Industrial, information, personnel, physical, and communications security. Responsibilities Provides support in the areas of industrial, information, personnel, physical, and communications security. Provides oversight over security on and off-boarding tasks for agency personnel managing all intake for suitability and clearance from inception to departure. Interprets and adapts regulations, Executive Orders, directives, guidelines, and agency policy to accomplish work supporting agency security programs (e.g. Insider Threat, Security Physical Security, Industrial Security, Continuity of Operations Planning). Supports the development of training materials and presentation of briefings to support agency security programs. Coordinates with stakeholders as appropriate to establish and maintain effective working relationships with individuals within and outside of the organization. Provides critical support for agency Mission Essential Functions in support of continuity events. Please Note: This is not a Bargaining unit position. Requirements Conditions of Employment Qualifications Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to apply practical knowledge of Federal regulations pertaining to industrial, information, personnel, physical, or communications security; conducting personnel security intake and assisting with on and offboarding personnel security activities; assisting with security briefings; implementing security policies; and providing customer support to resolve routine security issues. OR B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR C. An equivalent combination of education and experience as listed above. You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to apply knowledge of Federal regulations and policies pertaining to industrial, information, personnel, physical, or communications security; conducting lifecycle personnel security activities from onboarding to offboarding and advising management on personnel assurance programs; assisting with the development of security training and briefing materials to support agency security programs; assisting with agency inspection programs and identifying areas of concern; reviewing, analyzing, and resolving security issues or problems; communicating information related to security regulations and implementing agency policies and procedures; and providing customer support to agency personnel in resolving a range of security issues pertaining to industrial, information, personnel, physical, and communications security. OR B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR C. An equivalent combination of education and experience as listed above. You may qualify at the GS-12 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your experience providing comprehensive knowledge of Federal regulations and policies pertaining to industrial, information, personnel, physical, or communications security to support agency security programs; reviewing and evaluating reports of investigations, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances and advising management on personnel assurance programs to maintain clearances and monitor the reliability of an agency's workforce; developing solutions to minimize disruptions to office operations; developing security training materials and briefing agency employees on security programs to facilitate awareness and compliance with agency security programs; performing inspections to ensure adherence to regulatory guidelines and security policies and making recommendations to update areas of weakness or non-compliance; reviewing, analyzing, and resolving complex security issues or problems; reviewing changes in legislation and making recommendations to update agency policy and procedures; communicating and implementing security regulations, policies, and procedures; and providing customer support to agency personnel in resolving a range of complex security issues pertaining to industrial, information, personnel, physical, and communications security. Note: Education does not substitute for specialized experience at the GS-12 grade level. The incumbent of this position is a member of the Emergency Relocation Group (ERG) providing critical support for Mission Essential Functions during certain types of emergencies and disasters outlined in the DFC Continuity Plan. The incumbent may be called upon to work during a continuity event or emergency. The incumbent must provide emergency contact information to ensure that the incumbent can be notified during emergency conditions. The incumbent must remain in contact with DFC following a continuity activation and work from home or other designated reporting location to perform assigned functions. The incumbent must register as a telecommuter and maintain appropriate equipment to ensure the ability to work from home or other alternate location.
