Treasury, Departmental Offices Sanctions Regulations Advisor in Washington, District Of Columbia

Summary This position is located at Departmental Offices, Terrorism and Financial Intelligence - Office of Foreign Assets Control (OFAC). As a Sanctions Regulations Advisor, you will be responsible for the management and direction of all operations of the Regulatory Affairs Division in leading and coordinating the planning, development, and implementation of the regulations for U.S. sanctions programs. Responsibilities The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Sanctions Regulations Advisor you will: Coordinate OFAC's activities in development of new regulatory programs and regulations to carry out new sanctions issued by the President, imposed by Congress, or to reflect amendments in U.S. foreign policy with respect to existing sanctions programs. Assist the Assistant Director, Regulatory Affairs (AD RA) in determining priorities, goals, time frames, and management objectives for projects involving the drafting of new regulations or amendment of existing regulations. Identify issues relating to regulatory control, such as policy, licensing, compliance, enforcement, and legal issues, and coordinate with policy advisors and other OFAC offices responsible for these issues to improve success of regulatory objectives. Determine or recommend to the AD RA, new or amended regulations or procedures required to resolve significant problems or changes that arise in connection with the sanction's programs. Assist the AD RA in coordinating liaison and representing OFAC on interagency task forces focused or related to new or existing sanctions programs. Requirements Conditions of Employment Key Requirements: Must be U.S. Citizen or U.S. National. A one-year probationary period may be required. Must successfully complete a background investigation. SPECIALIZED EXPERIENCE: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes all of the following: Experience with respect to U.S. economic sanctions programs. Examples of this could include but are not limited to: ensuring a financial institution's or corporation's compliance with economic sanctions; advising clients on sanctions compliance; analyzing economic sanctions regulations; assisting a team in developing sanctions policy or regulations; enforcing sanctions or advising on sanctions enforcement-related matters; reviewing license applications and issuing licenses for sanctioned transactions or drafting or advising on the submission of sanctions-related license requests; researching individuals or entities to assess their sanctions compliance; or advising financial institutions or the public regarding regulatory implementation of sanctions; AND Experience with respect to legal or regulatory writing, including writing for a professional audience. Examples of this could include but are not limited to: assisting a team in creating written analysis of regulations, statutes or case law; drafting legal briefs or pleadings; preparing policy papers; or drafting regulations; AND Experience with effective oral communication of substantive and technical issues. Examples of this could include but are not limited to: providing training or presentations explaining sanctions, regulations, or statutes; or oral argument before a court. SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes both of the following: Experience with respect to U.S. economic sanctions. Examples of this could include but are not limited to: assisting a team in ensuring a financial institution's or corporation's compliance with economic sanctions; providing advice to clients on sanctions compliance; researching individuals to assess their sanctions compliance; or advising financial institutions or the public regarding the regulatory implementation of sanctions; AND Experience with effective oral communication. An example of this could include but is not limited to: providing training on sanctions, regulations, or similar material. SPECIALIZED EXPERIENCE: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: Experience with concepts and principles of U.S. economic sanctions. Examples of this could include but are not limited to: assisting in research or training on economic sanctions; working in a compliance role in the private sector; assisting in advising clients, financial institutions, or the public on sanctions compliance; or assisting in researching individuals or entities to make recommendations on whether or not they meet compliance with sanctions regulations. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
