Overview
PROGRAM MANAGER (SIOP-2024-21860):
Bowhead is seeking an experienced Program Manager to manage our large and complex Shipyard Infrastructure Optimization Program (SIOP) contract in the Washington, DC/Northern Virginia region. This is a fast-paced job managing subject matter experts and advising executive level personnel on financial, technical, acquisition, cost estimating, strategic communications, and other SIOP enterprise functional areas. The Program Manager will manage 30-35 personnel across multiple locations throughout the US. The Program Manager will provide leadership to Team Leads and Bowhead personnel to maintain a high level of service delivery while managing all operational aspects, including program execution, management reporting, staffing, financials, and risk management.
Responsibilities
Job duties include but are not limited to:
Visit the Navy Yard weekly to coordinate with DoN stakeholders and liaise with executive staff on scope requirements; work with Government and Bowhead personnel to develop way ahead and create and implement SOPs while increasing program effectiveness.
Conduct/attend program meetings, reviews, and coordinate briefings with customers and senior management.
Provide team supervision and contract management while planning, directing, and monitoring program budgets, and serve as primary customer contact for program information.
Validate technical and financial reports, analyze metrics, identify areas for improvement, and develop corrective action solutions that meet operational goals/ensure customer satisfaction.
Develop and deliver program services and products as required.
Identify and communicate potential risks in program execution.
Collect, complete, organize and interpret programmatic, technical, and financial data.
May be responsible for business development within current customer base and/or for new customers.
Perform other contract and management duties as assigned.
Qualifications
Education: Bachelor’s degree required. Master's Degree preferred.
Years of experience: 10+ includingFive (5) years professional experience managing personnel and supporting Naval or Shipyard operations.
Required skills or certifications: Project Management Professional (PMP)
Intermediate level skills in Microsoft Office software suite – Teams, SharePoint, Word, Excel, Outlook, PowerPoint
Demonstrated experience with dynamic cost reimbursable incrementally funded contracts, is desired.
Experience with Navy and / or Marine Corps contracts, is preferred.
Quality Assurance experience including CMMI Level 3 or ISO 9000 programs.
Must be able to multi-task, manage priorities and work independently with little direction.
Ability to communicate effectively with all levels of employees and outside contacts. To receive and respond to instructions/assignments, must be able to read, write and speak English.
Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.
Targeted Salalry range will be $150,0000-$185,000 annually based on qualifications and experience.
SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
