Testing and Evaluation (T&E) Program Manager

Hybrid Position : This hybrid work model provides on-site support in the Washington, DC, metropolitan area, allowing remote work as scheduled. The Government Point of Contact will notify the contractor when onsite support is required.

EM Key Solutions seeks a Test and Evaluation (T&E) Program Manager to support the Defense Health Agency (DHA) Program Support Branch, Solution Delivery Division. The T&E Program Manager will be responsible for the execution of the contract and the delivery of the services. The T&E Program Manager shall have full authority to act for the Contractor on all contract matters relating to the daily operation of this contract.

The contract manager or alternate shall be available between 0800 hours to 1600 hours Washington DC local time, Monday through Friday, except for Federal holidays or when the Government facility is closed.

Duties/Responsibilities:

  • Required knowledge: systems engineering, software development, test and evaluation processes, DevSecOps, industry best practices, and innovations

  • Serve as overarching contractor authority for execution of this contract that directly oversees the T&E Team supporting the T&E PSB

  • Set the IT Service Management (ITSM) Practice strategy, lead tactical execution, and contribute as a thought leader

  • Maintain and manage the client interface at the senior levels of the organization

  • Successful completion of all tasks and deliverables as required in the PWS

  • Ensure conformance with program task schedules and costs

  • Support subordinate Managers in identifying, mitigating, and managing program risks associated with all aspects of the delivery of services under this contract with the Government

  • Understand MHS enterprise architecture, business process, and policies in support of legacy systems and future EHR modernization efforts

    Required Qualifications:

  • Bachelor's degree or higher in IT or Engineering field

  • At least 8 years of relevant program management experience

  • 3+ years of health IT project experience

  • Experience with organizing, directing, and managing contract operation support functions involving multiple, complex, and inter-related project tasks for clinical systems

  • Experience leading T&E for integrated clinical applications

  • Experience managing teams of contract support personnel at multiple locations

  • Experience in agile development projects, demonstrating a deep understanding of IV&V roles across a waterfall, hybrid-agile, and agile methodologies

  • Experience with automated test tools and DevSecOps concepts

  • Experience defining and executing an IT Service Management (ITSM) program

    Clearance:

    A Public Trust or higher federal security clearance is desired. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
