Summary This position is part of the Deputy Administrator for Naval Reactors, Department of Energy. The Deputy Administrator for Naval Reactors is also the Director of the Naval Nuclear Propulsion Program and the Deputy Commander, Naval Nuclear Propulsion Directorate, Naval Sea Systems Command. Responsibilities for this Program area are contained in Executive Order 12344 of 1 February 1982, which is codified in 42 U.S.C. §7158 and 50 U.S.C. §§ 2401 and 2406. Responsibilities As a Program Manager (Director, Prime Contracts Division), you will: Performs work of exceptional complexity and responsibility with wide latitude for independent judgment in developing and effecting a coordinated and effective prime contracts plan. The prime contracts program has a critical impact on the highly complex Naval Nuclear Propulsion Program (NNPP), involving the combined efforts of multiple contractors and facilities. Program procurements involve both Department of the Navy (DON) and the Department of Energy (DOE) interagency contracts and require the incumbent to possess a good working knowledge of highly complex Naval Nuclear activities. Develops, coordinates, and implements Program policies and procedures relating to procurement, acquisition, and contract administration activities for the NNPP. Supervises and directs these functions within headquarters and ensures headquarters policies and procedures are implemented by the Program's field activities, prime contracts, and DOE Contracting Officers. Defines major policy considerations requiring the attention of the Director and advises the Director on financial and other business matters affecting the Program's work. Plans, coordinates, approves, and at the headquarters level, supervises all major Program procurements with and by the Program's prime contractors. Program procurements cover the full range of requirements from research and development to production and include prime contracts for the operation of Government-owned laboratories and prime and subcontracts of virtually every type. This effort involves establishing Program procurement policy, requirements identification, procurement strategy, and enforcing (at the headquarters level) the terms and conditions of prime contracts, operating contracts, and subcontracts. Assesses prime contractor operations and performance in the areas of procurement, contract/subcontract administration, nuclear material management, and cost control, and ensures uniform contract/subcontract administration within the Program and compliance with the applicable Department of Defense (DOD), DON, and DOE policies. Coordinates and directs the evaluation of prime contractor proposals involving nuclear-powered ships, nuclear propulsion components, systems, and cores, as well as plant design, construction, overhaul refueling, and technical support. Provides consultation to senior Program technical management on contractual matters pertaining to contractors and ship acquisition programs. Reviews, evaluates, and controls the integration of technical evaluation and procurement strategy to ensure the resulting contract fulfills all Program requirements. Provides information and counsel to senior Naval Reactors Technical personnel for relevant contractual matters. In consultation with appropriate senior technical management, plans and coordinates the development of short and long-range budgets for new construction Navy vessels, nuclear reactor components, replacement of reactor cores, nuclear fuel, reactor core reprocessing and consumption of special nuclear material. Oversees administration of Program cost estimating process. Provides oversight of, direction for, and direction to more than 200 Government and contractor field personnel regarding all major contractual/procurement activities associated with current field office and procurement prime contracts and subcontracts valued at nearly $7 billion annually with nearly $50 billion in active contracts. Specialized experience for this position is defined as: Experience with analytical and evaluation methods to perform assessment of issues related to major policy, Program, and contracts and acquisition decision. Experience with contract administration, analysis planning and execution of major program procurements for nuclear-powered ships. Ability to plan, coordinate and approve at the headquarters level, and supervise all major Program procurements with prime contractors.
