Federal Highway Administration Management and Program Analyst (Anti-Harassment Coordinator) in Washington, District Of Columbia

Summary This position is in the Headquarters Office of Civil Rights of the Federal Highway Administration (FHWA). The employee serves as the subject matter expert for administering the Agency’s Anti-Harassment Program. The employee develops policies, procedures, and programs for the effective implementation of the Anti-Harassment program. The employee develops, presents and/or coordinates the Agency’s Prevention of Harassment training. Responsibilities The Management and Program Analyst (Anti-Harassment Coordinator): Administers the Anti-Harassment program in accordance to the Department of Transportation and FHWA policies and program goals and policies. Conducts and monitors the intake and fact-finding review process for the FHWA Anti-Harassment program. Develops Prevention of Harassment training and conducts continual training and technical assistance to supervisors, managers, employees, and selected factfinders. Serves as liaison for the FHWA Office of Civil Rights on assigned civil rights deliverables to include briefings, presentations, reports, and other materials in support of equity principles. The ideal candidate for this position possess and demonstrates leadership attributes including emotional intelligence, interpersonal skills, communication expertise, customer service, time management skills to perform multiple tasks within tight timelines. The ability to exercise professional judgement in dealing with sensitive and controversial issues. The candidate should have experience in conducting fact-gathering on workplace inquiries and the ability to provide expert advice, guidance and interpretation on issues related to allegations of harassment. CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience developing, implementing or evaluating Title VII policies and regulations to prevent harassment in the workplace. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience developing, implementing or evaluating Title VII policies and regulations to prevent harassment in the workplace; AND Experience with the administrative inquiry process for Title VII legislation, regulations, and policy. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Program Management involves the administering of the internal civil rights program of Anti-Harassment to ensure the program meets US DOT policy and the FHWA’s processes and procedures. It entails delivery of Prevention of Harassment training Technical Guidance and implementation involves providing support to FHWA employees and managers on the roles/responsibilities of the Anti-Harassment program. Communication involves coordinating with FHWA employees and managers on the processing of the Anti-Harassment program. Other involves coordinating and supporting Departmental and FHWA priorities related to internal civil rights. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
