Management Analyst-EMT/EMS

Location: Washington, DC, DHS

This Position is: Hybrid-Position

Secret clearance is required.

EM Key Solutions is seeking a Management Analyst-EMT/EMS for a Hybrid position with the Department of Homeland Security (DHS). This position is located within the DHS Office of Health Security's (OHS) EMS Division and directly supports and enhances the nation's abilities to prevent terrorists and other threat actors from exploiting public health vulnerabilities. The incumbent will support these efforts by actively advising on medical first-response programs and policies to support operational partners in closing capability gaps and adversary pathways. In addition to advising on policy and programs, the incumbent will provide administrative, programmatic, training, exercise, information coordination, and operations support as it relates to emergency medical response and force protection."

Duties:

  • Directly advises and assists the Division with drafting Emergency Medical Services (EMS) policy, protocol, and standard operating procedures to address operational gaps and reduce adversarial pathways.

  • Supports information integration into the operations process through open-source research and analytical recommendations centered on force protection or workplace health and safety.

  • Serves as the administrative task lead, monitoring the Division inbox and assisting with task assignment and delegation at the request of the EMS Division Director.

  • Provides assistance and support for developing training and products related to DHS Law Enforcement and Special Response Team (SRT) medical capabilities and procedures.

  • At the request of the EMS Division Director, provides subject matter expertise on EMS inputs for program development as it relates to force protection and clinical education.

  • Assists with maintaining the licensure and standards for the DHS EMS enterprise.

  • Conducts, leads, and participates in engagements with partner agencies and subject matter experts at the request of the EMS Division Director.

  • Creates training manuals, templates, and other products to close operation gaps and support the Division.

  • Supports engagements with non-enduring contractors for DHS to facilitate program support at the request of the EMS Division Director.

  • Maintains comprehensive knowledge of emerging EMS trends for operational response, management, and treatment.

  • Assists with weekly briefings regarding the EMS program and project statuses.

    Skillset/Experience:

  • National Registry Emergency Medical Technician with 3 years of EMS field experience preferred.

  • Familiarity with Microsoft Office products, with an emphasis on the use of Microsoft Teams.

  • Ability to work independently in a high-demand environment with limited supervision.

  • Strong oral and written communication skills.

  • Knowledge of Local, State, and Federal EMS systems.

  • Basic familiarity with Combat Medicine or Tactical EMS (Having familiarity with Combat or Tactical Medicine would be beneficial for interfacing with our client.)

  • Basic knowledge of austere and wilderness medicine is desirable.

  • Experience providing direct field care to emergent populations in private or fire-based emergency medical service systems.

  • Knowledge or basic understanding of Hazardous Material Response or CBRN operations as they relate to emergency medical services is desirable.

  • Experience and familiarity working with electronic patient care reporting systems.

    Required Qualifications:

  • Bachelor's degree

  • Emergency medical services experience in a field setting, such as that of an ambulance or the military, is highly preferred.

    Clearance:

    Secret clearance is required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
