U.S. Secret Service Lead Human Resources Specialist (Recruitment & Placement) in Washington, District Of Columbia
Summary Joining the Secret Service, Office of Recruitment and Staffing, APT Talent Management Division will allow you to serve as a Lead Human Resources Specialist responsible for leading a team in recruitment efforts that place talent across a premier workforce both domestic and foreign. Responsibilities The selectee will serve as a Lead Human Resources Specialist (Recruitment & Placement) in the Office of Recruitment and Staffing, APT Talent Management Division. Typical work assignments include: Serving as the team lead in providing consultative and advisory services in staffing and recruitment/placement program activities with responsibility for ensuring the optimum use of manpower resources in accordance with federal regulations, standards, directive, policies and precedents. Serving as the expert and conducts audit evaluations and Quality Assurance (QA) review on staffing and recruitment/placement functions through review of regular/recurring reports; inspection of required documents; review of known or suspected problems areas; and contacts with stakeholders and their feedback on issues and concerns. Leading and communicating to the team assignments by identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established policies and procedures. Making recommendations for and assisting with the implementation of staffing and recruitment/placement programs administrative policies and procedures as they apply to development, operations of HR programs and special projects for the agency to enhance the efficiency and effectiveness of HR functions, operations and systems. This Lead Human Resources Specialist (Recruitment & Placement) position starts at a salary of $142,488.00, GS -14 step 1, with potential to $185,234.00, GS-14 step 10. Qualifications To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying. You qualify for the GS-14 level (starting salary $142,488.00) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as: Providing federal technical guidance in recruitment and placement to senior managers, supervisors, and/or team members. Researching and interpreting Human Resource regulation, such as Title 5 Code of Federal Regulations, Delegated Examining Operational Handbook, Merit Promotion policies and procedures, to ensure various recruitment actions are within regulatory requirements. Preparing or reviewing a wide variety of federal personnel actions such as promotions, reassignments, appointments etc., to ensure accuracy and compliance with applicable federal regulations and guidelines. Leading or supervising human resources projects, or a team of human resources staff members. Developing job analyses, questionnaires, posting job opportunity announcements, reviewing eligibility/qualifications of applicants against OPM Qualification Standards, and issuing certificates of eligible candidates Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
