Summary This position is located in the Chief Information Officer Organization (CIOO) of the Federal Deposit Insurance Corporation and is responsible for managing programs and products that align business, data and technology components to customer needs and IT strategies. Responsibilities Develops program and product line budgets and uses the business cases to justify/request project budget and provides input to planning budget, security, configuration management, and problem management processes. Directs, leads, and coordinates activities of complex IT programs and product lines to ensure established milestones are accomplished on time, within prescribed funding parameters, and in accordance with client business objectives. Designs or conducts analytical studies, cost benefit analysis, and other research, and reports on milestones and budgets. Determines and secures all resources required to plan, analyze, develop, and implement the assigned programs and product lines. Assembles a team of technical experts and acquires resources including corporate and vendor IT services, equipment, and other necessary items. Coordinates resources across organizational elements if necessary. Analyze clients information system requirements and consult with clients to determine appropriate product or services necessary to satisfy requirements. Develops Contractual documentation (Statement of work (SOWs) and Statement of Objectives (SOOs) for task orders leading to acquisition of IT systems, equipment and services required for programs and product lines assigned. Reviews and evaluates contract proposals. Conducts oral discussions with FDIC personnel at all levels and with representatives from other banking agencies, the banking industry, contractors, and the general public. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the CG-14: Applicants must have at least one year of specialized experience equivalent to the CG-13 level in the federal service. Specialized experience is experience managing IT system development solutions for all phases of the system development life cycle, to include leading and coordinating agile and iterative development, delivery, operations, and maintenance of application solutions within programs and product lines; and developing contractual documentation, including Statements of Work (SOWs) and Statements of Objectives (SOOs) for acquisitions of IT systems and equipment. You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
