Noblis Investment Planning and Analysis Specialist – Multiple Levels in Washington, District Of Columbia

Description

Noblis is seeking highly skilled Investment Planning and Analysis Specialists to support the Federal Aviation Administration (FAA) Air Traffic Systems and Surveillance Services directorates within the Program Management Organization (PMO). Employees will engage with federal employee and contractor stakeholders to provide full breadth of investment planning and analysis services in support of the sustainment and modernization of major NAS and enterprise systems. You will perform analysis of long-term business cases for modernization of communications, surveillance, navigation, and air traffic control automation systems. You will analyze how programs contribute to operational and business outcomes for the FAA and related stakeholders. The individual will evaluate how acquisitions use the available trade space by considering the interaction between systems, processes, organizations, and people as well as the relationships between constraints and desired outcomes.

Responsibilities

  • Support the full range of investment analysis activities, including market survey, cost analysis, benefits analysis, risk analysis, economic analysis, requirements definition, schedule development, and tradeoff studies.

  • Conduct quantitative analysis using operations research tools, economics, and other quantitative techniques.

  • Provide cost/benefit studies, financial analysis, analysis of alternatives, return on investment, cost estimation, present value, payback period, and other analyses in support of capital planning and investment control.

  • Assist in the development and population of a cost-benefit model that breaks out dollars by appropriation, WBS element, and time phase by fiscal year.

  • Support cost risk analysis and develop cost-benefit estimates that identify the basis of estimate (BOE), proposed Level of Effort (LOE) by task, methodologies employed by WBS element, and time-phase in both constant and current year dollars.

  • Support Capital Planning Investment Control (CPIC) requirements, including aiding with the OMB Exhibit 300 and Exhibit 53, and assist in updates of the OMB Information Technology (IT) Dashboard tool.

  • Conduct business case analyses, including Office of Management and Budget (OMB) Exhibit-300 Capital Asset Plan and Business Case Summary documentation and Exhibit 53.

  • Facilitate the coordination and integration of investment decision information for presentation to FAA management and the Joint Resources Council (JRC).

  • Prepare for and participate in meetings, including weekly tactical and strategic meetings, internal program reviews, and sector reviews.

Required Qualifications

  • Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.

  • Experience relevant to the FAA's Program Management Organization requirements, such as knowledge of FAA accounting practices, government appropriation processes, or Office of Management and Budgets (OMB) 300 development support.

  • Proficiency in quantitative analysis, cost/benefit analysis, financial analysis, and risk analysis.

  • Strong understanding of capital planning and investment control processes.

  • Excellent problem-solving skills and attention to detail.

  • Strong communication and collaboration abilities.

  • Ability to work both independently and as part of a team; Proactive, solution-oriented, with exceptional time management skills.

  • U.S. Citizen or Green Card Permanent Resident who hasresidedin the U.S. for 3+ years 

Educational and Experience Requirements

Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation.

Senior-level

  • Minimum of 15 years’ experience with bachelor's degree in Economics, Business Administration, or substantially related field (such as accounting, finance, etc.).

  • Mathematics, Statistics, Operations Research or Business Administration.

  • 5 years of relevant experience may be substituted for the bachelor’s degree.

  • Master's degree or MBA in related field may be substituted for bachelor's degree and 3 years’ experience.

  • Compensation Ranges: $89,190 - $187,675

Mid-level

  • Minimum of 10 years’ experience with bachelor's degree in Economics, Business Administration, or substantially related field (such as accounting, finance, etc.).

  • Mathematics, Statistics, Operations Research or Business Administration.

  • 5 years of relevant experience may be substituted for the bachelor’s degree.

  • Master's degree or MBA in related field may be substituted for bachelor's degree and 3 years’ experience.

  • Compensation Ranges: $73,710 - $154,825

Junior-level

  • Minimum of 0 years’ experience with bachelor's degree in Economics, Business Administration, or substantially related field (such as accounting, finance, etc.).

  • Mathematics, Statistics, Operations Research or Business Administration.

  • 5 years of relevant experience may be substituted for the bachelor’s degree.

  • Master's degree or MBA in related field may be substituted for bachelor's degree and 3 years’ experience.

  • PhD in related field may be substituted for bachelor's degree and 7 years’ experience.

  • Compensation Ranges : $50,400 - $127,950

Desired Qualifications

  • Familiarity with the FAA's accounting practices and government appropriation processes.

  • Experience with OMB Exhibit 300 and Exhibit 53, and the OMB Information Technology (IT) Dashboard tool.

  • Ability to create and maintain detailed technical documentation.

  • Proficiency in operations research tools, economics, and other quantitative techniques.

  • FAA experience highly desired.

  • Providing current support to FAA ATEPS II (air traffic engineering program support)

  • FAA Experience within the past 12 months

  • Current FAA suitability

Additional Information:

Locations may vary depending on location of the project. Some primary on-site locations include: Washington D.C., Egg Harbor NJ, and Oklahoma City OK.

Possibility of some roles allowing for remote/hybrid employment.

All roles require U.S. Citizenship or Green Card Permanent Resident who has resided in the U.S. for 3+ years

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range

USD $50,400.00 - USD $187,675.00 /Yr.
