Amentum ICITAP Forensic Management Advisor in Washington, District Of Columbia

ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs. 

POSITION SUMMARY:

Amentum is seeking exceptional personnel to enhance our forensic expertise to support the DOJ/ICITAP’s mission for building forensic capacity in foreign countries. Each country program will require specific technical knowledge, skills, and abilities of the advisor.

JOB DUTIES AND RESPONSIBILITIES:

  • Train and mentor host-country nationals in forensic management or technical forensic disciplines.

  • Train, advise and mentor forensic officials with direct assistance in developing, implementing and determining effectiveness of forensic Standard Operating Procedures (SOPs).  These SOPs will be in line with best practices and meet the legal requirements of Host Country rules of evidence and legal system.

  • Assist and mentor forensic officials in establishing the foundation for expanding the forensic science capacity application to other criminal investigative activities.

  • Facilitate supplemental in-country training and mentoring with participation in other international or regional forensic training events to reinforce international forensics best practices.

  • Coordinate with various U.S. Government programs and officials optimizing opportunities for collaboration and cross-training.

  • Prepare and deliver program updates, reports and briefings to U.S. Government officials

REQUIRED SKILLS AND QUALIFICATIONS:

  • Education: Bachelor’s degree in forensic science or related field. Additional years of experience may be substituted for degree.

  • Minimum of 15 years of forensic laboratory experience, with at least 2 years in a related field of expertise in an ISO accredited facility.

  • Demonstrated continued education through publications, presentations, coursework, internships or certificates.

  • Excellent organizational and time management skills.

  • Ability to become an active and functioning member of a team.

  • Expert communication skills to facilitate and disseminate information.

  • Clearable: Position is advertised for US citizens only and requires US Government Moderate Public Trust Clearance.

  • Must have technical expertise in one or more of the following disciplines:

  • Forensic Quality (ISO/IEC 17025:2017 and/or ISO/IEC 17020:2012)

  • Forensic Laboratory Management and/or Lean Six Sigma

  • Crime Scene

  • Improvised Explosive Device (IED) Examinations

  • Forensic Firearms Examination/Ballistics

  • Latent Print Development/Examinations

  • Questioned Documents

  • Toxicology

  • Forensic Pathology/Medical Examination

  • DNA

  • Sexual Assault Nursing

  • Forensic Chemistry (with emphasis on subspecialties such as drug analysis or explosives)

  • Digital Evidence Examinations

DESIRED QUALIFICATIONS:

  • Full professional or native bilingual proficiency in another language in addition to English.

  • Masters or Doctorate degree in forensic science or equivalent.

  • Experience in advising and training forensic professionals in post-conflict and/or austere locations.
