Federal Deposit Insurance Corporation Financial Management Analyst, CG-0501-13/14 in Washington, District Of Columbia

Summary This position is located in the Division of Risk Management Supervision, Strategy, Performance, and Governance Section of the Federal Deposit Insurance Corporation and provides support in the development of the FDIC Strategic Plan and Division Annual Performance Plan. Responsibilities At the full performance level, major duties include: Develops and analyzes past, current, and projected workload assumptions within the Division's Headquarters, Regional, and Territory locations to ensure adequate and balanced staffing levels are in place. Researches, designs, and implements automated system programs that analyze core staffing needs, levels, and trends. Designs, assembles, and organizes complex data from multiple internal and external databases and information systems in order to execute assigned projects and to develop, refine, and analyze policies and programs of the Division. Performs database queries to conduct analyses of RMS budget-related data used in various management reports that are distributed on a periodic basis. Serves as the Project Manager for various complex reports composed of analytical studies with recommendations for staffing, budgeting, financial management, and effectiveness and efficiency of programs within the Division. Creates and analyzes a variety of financial management reports related to examination and supervisory activities, as well as emerging trends affecting the division's business operations on core staffing. Compiles, evaluates, and finalizes required budget planning data and information and completes processes and documents for review. Prepares studies analyzing budget trends and monitors budget performance throughout the year to assure that expenditures are in line with the overall budget plan and the discrepancies, errors or mischarges are investigated, documented and corrected. Background Investigation (BI) required. Qualifications Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Grade 13: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-12 grade level or above in the Federal service. Specialized experience is defined as experience in all the following areas: 1) Applying principles, methods, laws and regulations of budgeting practices to support an organization's plans and requirements; 2) Generating reports from automated financial systems for financial analysis; and 3) Gathering and assembling workforce data to provide performance and budgetary reports analysis. Grade 14: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13 grade level or above in the Federal service. Specialized experience is defined as experience in all the following areas 1) Identifying potential issues or determining alternate solutions for issues within an organization’s budget program (such as from preparation, justification, submission, or implementation); 2) Developing customized reports from automated financial systems related to an organization’s budget performance; and 3) Analyzing workforce data to monitor trends and predict staffing needs for an organization.
