Architect of the Capitol Engineering Technician in Washington, District Of Columbia

Summary This position is located in the Architect of the Capitol, Office of the Chief of Operations, Office of the Facility Manager, Supreme Court Buildings and Grounds. This is a developmental position in which the selectee performs progressively more complex duties and responsibilities on a gradual basis leading to the full performance level of GS-11. Developmental assignments will be given with the goal of attaining the full performance level. Responsibilities This position is located in the Architect of the Capitol, Office of the Chief of Operations, Office of the Facility Manager, Supreme Court Buildings and Grounds. The AOC has the responsibility to the Judicial Branch for the structural and mechanical care of the Supreme Court Building and Grounds, to ensure the safety and security of the Justices, Court personnel, and visitors, and to make improvements to the existing facility and grounds. The incumbent is an Engineering Technician preparing progressively more technical architectural and engineering design documents involving the use of Computer-Aided Facility Management (CAFM) and Computer-Aided Development and Design (CADD) applications on a gradual basis. AWS/Telework (optional). A valid driver's license is preferred. THIS VACANCY IS OPEN TO CURRENT AOC EMPLOYEES ONLY. MAJOR DUTIES: Construction Documents (35%) Under the close direction of the Project Managers, Deputy Facility Manager and/or Facility Manager, prepares designs and technical specifications for construction and renovation projects at the Supreme Court. With the assistance, guidance, and oversight of senior staff, prepares preliminary design calculations and construction documents. Reviews the availability and suitability of engineered products and construction materials for project designs to include market research. CADD/CAFM Operations (35%) Performs preliminary surveys in the field to establish and verify existing conditions within the built environment. Collects data on existing equipment, confirms dimensional accuracy, updates and records accurate information in the CAFM database as instructed. Utilizing existing record documents, applies gradually more technical ability to comprehend the technical content of those documents and translate that information into the digital vector files (i.e. CADD). Under the direction of assigned professional architects or engineers, provides support to engineering, architectural and facility management personnel by creating and maintaining CADD/BIM representations of the design files. Specializes in architectural/facilities, mechanical, plumbing and fire protection engineering disciplines with backup support of civil and landscaping disciplines. Troubleshoots general system errors and network performance problems. Responsible for the input of specific as-built projects, requiring coordination of project engineering aspects with other management experts and the use of a broad base of multi-discipline knowledge. Technical Design Review (15%) Conducts technical review of routine architectural and engineering (A/E) construction documents prepared by A/E Consultants. Reviews shall be broad to include technical specifications, constructability, scheduling assessments, cost assessments and customer requirements. Conducts moderately complex surveys, data collection and/or data analysis activities for assigned projects. Develops reports to apprise supervisors of findings and recommendations. Follows sound engineering technical practices to make preliminary recommendations for further survey, rework, repair and replacement work that is needed to accomplish a project. Ensures that building systems and components have been input in accordance with procurement specifications and verifies the fulfillment of obligations for a variety of complex projects. Takes remedial action pursuant to the contract terms in cases where equipment or systems have not been properly recorded in the CADD system. Data Management (15%) Utilizes Microsoft Excel at an entry User level, (maintaining a workbook composed of multiple worksheets; working with data as a database; performing charting; creating mathematical and financial formulas; developing arrays and pivot tables; and presenting advanced printing applications). Maintains Excel databases to include such documents as Independent Government Estimates (IGE), room finish schedules, door and frame schedules and cost estimates. Maintains a Computer Maintenance Management System (CMMS) database to include such documents as Work Orders and Capital Project Budgets. Provides data to engineers and architects to assist in developing alternative designs that solve problems identified during data collection. Presents graphic data to explain findings and recommendations. Requirements Conditions of Employment You must be a U.S. Citizen. You must be able to pass a drug test. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying on Experience: Candidates for the GS-8 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-7 grade level in the Federal service. Specialized experience for this position includes: (1) Conducting surveys of existing facilities and ongoing construction activities, evaluating design and engineering products; (2) Experience with CADD systems to manage measured items and ensure currency of databases; (3) Experience analyzing, interpreting and integrating information/data gathered into a variety of formats such as graphs, tables, databases, and spreadsheets; and (4) Experience as effective communicator with the ability to coordinate with internal and external staff at various levels through written and oral means. OR Qualifying on Education: You have a two full years of progressively higher graduate level education leading to a master’s degree in engineering, architecture or field of study related to the position. OR You have a combination of specialized experience at less than one year and more than one year but less than two of the type of education described above.
