Summary This position is located in the Office of the Chief Financial Officer at the U.S. International Trade Commission (USITC), serving as the Director of Finance responsible for performing short- and long-range planning and advises leadership on problems involving relationship of the work of the Office to broader programs and its impact on such programs. Responsibilities Provides managerial accounting support for the Office of Finance and various program/project managers and activities within the US International Trade Commission. In addition to managing the functional activities within the division to provide an effective and efficient accounting operation, this support includes the establishment, support, and maintenance of Oracle Federal Financials (OFF) Using formal organizational informal matrix management concepts, all of the managerial accounting support services are provided to organization entities through leadership of professional accountants, accounting technicians and/or :financial analysts identified to specific cost centers and customers. Establishes accounting policies and plans, directs and controls managerial accounting activities and is the principle advisor to the Deputy Chief Finance Officer Manages the day-to-day operations of the Office of Finance, ensuring both proper work flow and that reporting deadlines will be able to be met. BASIC REQUIREMENT For the Accounting Series 0510, the Office of Personnel Management (OPM) has identified Individual Occupational Requirements that must be met. To be eligible for the Director of Finance position you must possess: a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") Or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. SPECIALIZED EXPERIENCE: To qualify at the GS-15 level, you must have at least one year of specialized experience obtained in the private or public sector that is equivalent to the GS-14 level. Specialized experience is defined as planning, directing, and managing a comprehensive financial management program to include formulating policy, planning actions, evaluating performance, training including leadership and career development, accounting theory and practices, cash management, cost accounting, experience using automated accounting systems and interpreting financial and accounting data. It should include specific experience in the following: (1) developing financial strategic plans and organizational objectives; (2) advising senior leadership on interpretation and application of proposed/new/revised financial regulations and expressing their impact on existing policies and procedures of the organization; (3) conceiving, planning, and managing the entire financial functions for broad agency programs; (4) providing a full range of supervisory functions such as performance management, planning and allocating work, and assessing training needs for staff. Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This occupation has a positive education and specialized experience requirement.
