Summary This position is located in the U.S. Department of Labor (DOL), Office of Workers' Compensation Programs. All qualified applicants are encouraged to apply. Responsibilities This position serves as a Deputy to the Director and Chief Program and Performance Officer in all facets of administering OWCP operating programs including direct supervision over the Directors of (1) DFELHWC, (2) DCMWC, and (3) DEEOIC and other OWCP senior staff, as assigned. This includes significant involvement in the development and implementation of nationwide policies, regulations, and program performance expectations for OWCP. The incumbent will be responsible for the following but not limited to: Assisting the Director in determining changes of policy to help achieve maximum program effectiveness and to assure that the OWCP policies are in agreement with overall Departmental policies and goals. Making decisions on policy and operating program management problems as they occur under authority of the Director. Testifying before Congressional committees considering workers' compensation legislation in any of the major workers' compensation areas and on other occasions when expert testimony with nationwide cognizance of workers' compensation is required. Implementing the program and policy priorities and the most appropriate organization and staffing required for accomplishing objectives as determined by the Director. Assessing the need and probable effect of proposed policies, formulates recommendations to the Director, and follows through to assure that proposed policies are developed and implemented through the OWCP Program Heads and in collaboration with the OWCP Deputy Director for Operations and Finance and the support Division Directors. Requirements Conditions of Employment Conditions of Employment Must be a U.S. citizen. Must meet Mandatory Technical Qualifications and Executive Core Qualifications. Must complete one year SES probationary period if not previously covered. Subject to financial disclosure requirements. Appointment to this position may require a background investigation. If selected, the candidate must receive approval from OPM's Qualifications Review Board in order to be appointed to the SES. Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service). Applicants must meet all legal and regulatory requirements. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR NARRATIVE RESPONSES TO ONE (1) SINGLE-SPACED PAGE PER EACH MTQ WITH A FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements. 1.
