Summary The Deputy Chief position is in the Department of Administrative Services, Financial Management Office (FMO). The FMO is responsible for management, oversight, and support of the Judiciary's finance activities, including accounting, reporting, and investments. Responsibilities The AO is seeking an exceptional leader to serve as the Deputy Chief of the Financial Management Office (FMO). The incumbent will provide executive leadership and serve as a thoughtful leader in the Judiciary in financial management and reporting. The incumbent will be responsible for operational oversight and guidance on internal controls and financial management, integrity, and reporting. The incumbent will report to the Chief of the FMO. This experience requires fully qualified, expert-level leader, who is committed to the continuous improvement of the accounting operations of the Judicial Branch. The duties of the Deputy Chief include, but are not limited to: Lead and oversee a diverse staff of approximately 100 government employees and contractor support personnel. Serve as the direct supervisor of the Chief of the Financial Operations Division, Chief of the Financial Innovation Division, and Chief of the Financial Data and Programs Division. Oversee a broad range of advisory and operational services directly supporting financial activities in federal courts nationwide. Ensure FMO is resourced to perform its mission. Oversee FMO's daily operations, including financial management, staffing, space, resources, travel, contract management, payroll, leave, employee performance management and feedback, and training. Nurture open communication and support collaborative, transparent, and accountable work environment with AO and Judiciary stakeholders nationwide. Engage stakeholders through effective communications. Oversee the assessment and implementation of actions to improve customer satisfaction. Optimize and streamline operations by leveraging private and public-sector best practices and implementing continuous process improvement. Oversee the Judiciary's accounting and investment operations, ensuring adherence to Generally Accepted Accounting Principles. Engage with the Controller to support good accounting practices and timely and accurate financial reporting. Direct the financial accounting activities in accordance with the laws, regulations, and policies governing the federal Judiciary. Oversee the Judiciary's financial internal controls and data governance. Develop, implement, and maintain the Judiciary's internal control assertion process. Create a governance and classification structure around financial data assets. Implement and improve the AO's internal controls and monitor and promote adoption across the Judiciary. Direct and establish financial policies, procedures, standards, systems, and directives to meet statutory and regulatory requirements that fall within the purview of the FMO. Engage, coordinate, and represent the Judiciary's interests with other government agencies and organizations, including the Office of Management and Budget, Department of Treasury, and the Federal Accounting Standards Advisory Board. Direct financial management transformation. Oversee a multi-year program, already in progress, that will establish auditable financial statements for the Judiciary and is a major driver for transformation. Oversee and leverage the expertise of FMO staff across three FMO divisions and contractual resources in financial reporting, internal controls, and data governance to implement the program. Prepare the Judiciary for comprehensive financial reporting and ensure audit readiness. Engage with senior leadership in Judiciary offices and courts to identify issues and resolves deficiencies on financial statements and information. Ensure the adequacy of operational and system processes that impact balances on financial statements. Work with the FMO Chief to support Judicial Conference Committees and subcommittees, the AO's Risk and Financial Management Advisory Council, and the AO's Financial Management Working Group. Serve as the representative of the FMO in the absence of the Office Chief. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT All information is subject to verification. Qualifications Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is defined as follows: Experience in developing, managing, implementing, and improving federal accounting operations, finance, risk management, government financial statements, policy and compliance, and payment and travel management. Demonstrated experience in managing a complex federal financial management organization and related programs, integrating organizational operations with the agency's strategic plan, mission, vision, values, and objectives, with a diverse and decentralized workforce. Experience must demonstrate knowledge of these programs and the impact on organizational objectives and performance goals, as well as sufficient analytical skills and knowledge of accounting standards and concepts to aid in executive oversight. Demonstrated comprehensive knowledge of and experience with a full range of financial management functions and responsibilities, including accounting principles and reporting requirements, operation of financial and related systems to support processes, federal procurement practices and policies, internal management control, and financial modeling for current and future periods. Demonstrated experience with financial accounting in accordance with government or commercial standards, engagement in the financial statement audit, and development of financial statements for presentation in an entity-wide report. Executive Core Qualifications (ECQs): Applicants currently serving in an AOES and Court Unit Executive positions or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ).
