The Deputy Chief Tax Compliance Officer for Strategy and Analytics serves as an advisor to the Chief Tax Compliance Officer (CTCO), to achieve the mission of the Internal Revenue Service (IRS). The Deputy Chief ensures IRS pursues its strategic compliance priorities in a consistent and coordinated manner across compliance business units. The Deputy Chief conducts integrated strategic research and compliance program planning, identifies new return selection vehicles, and improves enforcement and risk identification through the efficacious use of data analytics and new artificial intelligence (AI) technology. As the Deputy Chief Tax Compliance Officer for Strategy and Analytics you will have the following duties and responsibilities: Serving as an expert consultant and advisor to the CTCO and other top-ranking IRS and Department of the Treasury (Treasury) officials on short and long-range compliance strategy issues, data analytics, and needs relevant to small business and self-employed taxpayers, tax exempt and government entities taxpayers, and large and mid-sized business taxpayers. Studying, monitoring, and capturing compliance risks by gathering and evaluating data provided from compliance business units and other sources; supporting building initiatives to be included in the IRS compliance work plan. Leveraging data management in a transformational manner, deviating from current IRS procedures to significantly improve issue selection, and ensuring consistency in taxpayer treatment to continuously improve systems and processes. Ensuring development and implementation of innovative technology solutions using industry best practices and information systems needed to accomplish tax compliance programs. Liaison between the compliance business units and the Information Technology Division. Identifying gaps between business needs and technology solutions. Directing and reviewing compliance business unit requirements for Enterprise Case Management (ECM) processes and systems. Identifying gaps between business needs and modernizing ECM into a simplified and more responsive environment which empowers employees to provide top quality service. Ensuring data analytics including AI and industry best practices are utilized to enhance workload selection with intended compliance outcomes. Gathering, assessing, and incorporating feedback to ensure continuous improvement through defined metrics. Leveraging an integrated set of tailored treatment streams across all compliance business units to improve flexibility to address current and emerging issues and achieve compliance outcomes. Evaluating and seeking to continuously improve overall efficiency and effectiveness of tax compliance programs. Providing executive direction to ensure development and utilization of effective enforcement programs to identify and solve complex enforcement issues. Acquiring, leveragings, and allocating human, physical, electronic data, and financial resources within the Deputy Chief's purview in accordance with overall strategies to further the accomplishment of specific goals. As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership and supervisory experience indicative of senior executive level management capability and directly related to the skills and abilities outlined under ECQs and Technical Qualifications (TQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent leadership level within state or local government, private sector or non-government organization. As such, your resume should demonstrate you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: Directing the work of an organizational unit Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and Supervising the work of other managers and exercising important policy-making, policy determining, or other executive functions. Failure to meet the basic qualification requirements and address all mandatory ECQs and TQs will result in your application being disqualified. Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs, however, are required to address the TQs. Executive Core Qualifications (ECQs): The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain at least two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to explain your answer. The ECQ narrative must not exceed 10 pages. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Mandatory Technical Qualifications (TQs): In addition to specialized experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. Strategic Planning - Ability to advise and assist division executives on principles, standards, practices, and methodologies of strategic and business planning. Ability to conduct high-level strategic planning and coordination with demonstrated sensitivity to Congressional, Administration, and public perceptions of IRS. Data Analysis - Ability to gather and synthesize large data sets to make informed decisions and advise agency leadership on key issues.
