Summary This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Business Management Analyst, you will be supporting the mission of ensuring America's security and prosperity by providing advance knowledge and insight to DOE decision makers of unique and often fleeting opportunities around the world. Responsibilities This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. At the full performance level GS-14, Business Management Analyst, you will: Serve as the Senior Business Management Analyst responsible for implementing and maintaining policies and procedures governing a diverse portfolio of acquisitions, contracts, and purchase card transactions. Participate in and oversees projects involving the entire spectrum of business management in support of program requirements definition through the sole source or competitive award, administration, and closeout of contracts, task orders, and interagency acquisitions. Provide expert guidance to program managers, technical and financial specialists, and other IN personnel on contract or procurement policies, problems, or issues. Review, analyze, and interpret the application of procurement statutes, regulations, policy, concepts, guidance, and procedures for use in the solution of problems or the accomplishment of projects or programs. Oversee and monitor contractor activities and task monitor engagement through personal contact or review to assure compliance with technical, financial, delivery, and other terms of the contract. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following Developing acquisition plans by providing technical assistance to program officials in clarifying scope of work and specifications, supporting documents for requisitions or determining most appropriate methods of acquisition for mission accomplishment. Managing studies or projects relative to procurement, acquisition or contracting activities and provide analysis of administrative or business activities. Managing pre-award and post award actions providing recommendations to mitigate adverse impact to mission. Collaborating with field sites concerning procurement activities and consistent contract practices to maintain sufficient contract services for the organization. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
