Summary This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing. The College Graduates Program affords developmental experiences in the Federal Government intended to promote careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. College graduates are appointed to career or career-conditional permanent positions in the competitive service. Responsibilities The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties,and will receive training to help you grow in this position. As an Auditor (Financial), you will: -Study pertinent laws, legislative history, regulations, contracts, and management controls to ascertain the purpose, scope, and objectives of the organization or function; the manner in which the organization or function is conducted and financed; and the nature and extent of management authority and responsibility for the organization or function. -Examine and test financial records and management controls to determine the degree of efficiency, economy, and effectiveness with which the activities audited discharge their financial responsibilities, and/or to determine that the financial records have been maintained in accordance with applicable regulations. -Prepare and present reports to the management level having the authority and responsibility to take action on the audit findings. Requirements Conditions of Employment To be eligible, you must have within the previous two years, received a baccalaureate or graduate degree from an institution of higher education as defined in 20 U.S.C. 1001(a) no later than 2 years from date of application or will graduate no later than 9 months from the date of application. Veterans who have completed a degree and have an intervening period of obligated service of at least four years in the uniformed services, the two-year eligibility period begins on the date of discharge or release from the uniformed service. The intervening period of uniformed service must have prevented applying within the standard two-year period after completing a degree. You MUST submit a copy of DD-214 showing the duration and dates of service that precluded you from applying due to a military service obligation. Individuals in the Reserve Officers Training Corps (ROTC) who have a four-year service obligation after graduation are eligible to apply within two years of completing the four-year service obligation. You MUST submit documentation outlining your service obligation. The official duty station for this position will be in Washington, District of Columbia. Qualifications You must meet eligibility and qualification requirements no later than 9 months from the date of application. However, the education and qualifications must be completed successfully before an applicant may be appointed. Specialized Experience: For the GS-9 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes: - Assisting in audits of financial statements and documenting and presenting audit findings both orally and in writing.; OR - Researching laws, regulations, guidelines, and procedures in regard to audits. OR Education: You may substitute education for general or specialized experience as follows: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Specialized Experience: For the GS-7 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized Experience for this position includes: - Assisting in collecting and researching data for studies or evaluations of programs/operations. OR Education: You may substitute education for general or specialized experience as follows: One full year of graduate level education. OR Superior Academic Achievement: Based on a bachelors degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions. Position/Series Education Requirement: Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
