Nemean Solutions, LLC is looking for a Training Policy Analyst (OCCH).

Background:

The United States Army Chaplain Corps builds Army spiritual readiness to deploy, fight, and win our Nation's wars, by providing reliable and relevant world-class religious support, as a unique element of the Army that is fully engaged across the full spectrum of conflict. The Office of the Chief of Chaplains, (OCCH) provides religious services and support to the command as an instrument of the U.S. Government to ensure that Soldiers' religious "free exercise" statutory rights are protected.

OCCH provides leadership to the Chaplain Corps and exercises technical supervision over chaplains, Religious Affairs Specialists, directors of religious education (DREs), religious activities, and religious support operations throughout the Army. OCCH is supported by the Strategy, Plans, Policy and Resources (SPPR) Directorate in the Pentagon, the Strategic Initiatives Group (SIG) at Fort Hamilton, NY, and the Religious Support Operations Center (RSOC) at Fort Jackson, SC. The USA-IRL represents the Field Operating Agency (FOA) the Chief of Chaplains intends to establish at Fort Jackson. The USA-IRL will be one entity, with four organizational elements-the RSOC, the Religious Leadership Academy (RLA), the Graduate School for Army Chaplain Corps Professional Development (GSACCPD), and the Non-Commissioned Officers Academy (NCOA)-which will operate under the leadership and control of the Chief of Chaplains.

Requirements and Qualifications:

  • Bachelor's Degree.

  • 10 years of relevant Army training policy experience.

  • Provide ad hoc guidance and consultancy to OCCH leaders in the areas of religious support and spiritual readiness, Army Chaplain Corps training, Soldier and Family Ministry, and Army policy development.

  • Serves as technical specialist and liaison between OCCH and other HQDA organizations on complex religious support issues, processes, or methods.

  • Prepares analytical support-related correspondence to facilitate client and project staff communication (e.g., notices, memorandums).

  • Maintains support records and acts as the custodian of support documents and records (e.g., file of deliverable, support reporting records).

  • Develops and maintains business requirements for multiple projects and systems.

  • Evaluates requirement metrics.

  • Confirms business requirements are factored into data requirements.

  • Handles requirement reviews.

  • Documents system and business requirements.

  • Optimizes the process for developing requirements.

  • Enables the requirements team to complete the requirements process.

  • Facilitates meetings to review workflow processes of the team.

  • May recruit, hire, train staff, evaluate employee performance, and recommend or initiate promotions, transfers, and disciplinary action.

    Security Requirements: Contractor personnel (to include subcontractors) performing work under this contract shall be capable of obtaining a favorable SECRET Clearance.

    Support Hours: The contractor is responsible for conducting business while the facility is open, between the hours of 0900-1500 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

    Place of Performance: The work to be performed under this contract will be performed at the Pentagon, Arlington, VA, or nearby Government facilities, unless otherwise approved by the COR. In the event of a local or national emergency, operations may be moved to another local NCR government facility or telework may be authorized. Telework must be preapproved by COR and government lead.

    Travel: The contractor will be required to travel CONUS and within the National Capital Region (NCR) during the performance of this contract to attend meetings, conferences, and training.
