Architect of the Capitol Management and Program Analyst in Washington DC, District Of Columbia

Summary The position is in the Office of the Inspector General (OIG) and part of the Architect of the Capitol (AOC). The OIG provides wide-ranging support on all phases of Inspector General (IG) oversight to combat fraud, waste and abuse and encourage efficiency and economy. Responsibilities Quality Control The incumbent, under the direction of their supervisor, maintains the AOC OIG quality assurance program which provides for proofing, assessing and evaluating government, contractor and in-house programs and activities against quality documents. The incumbent will assist in developing, planning, leading, executing and coordinating quality reviews to validate that the end item is acceptable to design requirements; compare qualification and acceptance test methods against criteria as appropriate for AOC use; and examine contractor/government quality, practices and procedures are in place for the OIG. The incumbent conducts independent referencing reviews of OIG work products and provides the OIG staff technical quality advice for all programs to include quality assurance issues on staff's assigned projects such as likely areas of quality breakdown and areas to pinpoint for assessments. Program Management The incumbent works with OIG staff and contractors to measure and continuously improve quality of AOC programs, operations and processes. Analyzes data to detect unsatisfactory trends or weaknesses and advises the AOC IG of deficiencies and verifies that effective corrective actions are taken. Reviews Statements of Work (SOWs) and/or related contractual documents to identify the quality and requirements to be addressed. Directly notifies their supervisor of any deficiencies noted in the contractual quality documents and provides corrective action. The incumbent, under the direction of their supervisor, gathers, analyzes and interprets data related to design, integration, testing and sustainment and performs objective reviews of government and contractor performed functions to verify the adequacy, effectiveness and compliance of operations to the SOW. Writer Editor Incumbent serves as a writer and editor for the OIG. This position involves proofreading and editing materials, such as reports, publications, articles, training materials, newsletters, memoranda, administrative policies and presentations. Reviews and edits draft materials in terms of substance, audience, tone, format, consistency, grammar, punctuation, sentence and paragraph structure, and use of appropriate vocabulary. Prepares various types of correspondence in accordance with AOC style guides and procedures, as well as CIGIE and Generally Accepted Government Auditing Standards (GAGAS). Work will articulate, interpret and explain important agency issues and programs; be clear and concise in statements of fact with well-supported findings and recommendations and must take into consideration the medium of publication and the intended audience. Incumbent will comply with established office procedures, maintain confidentiality and protect the sensitivity and any personally identifiable information discovered in documents received in accordance with policy. Policy Review and Coordination With supervisory assistance, develops written procedures, policy, guidance and necessary associated training material for use by OIG staff participating in the planning and conduct of office administration, audits, inspections and evaluations and investigations and ensures effective direction and oversight. Maintains metrics to ensure all OIG directives are current and accurate and takes action to cancel or update them as directed. Provides technical guidance, coordinates, reviews, edits, controls and provides clearance approval of directives proposed for signature by OIG leadership. The incumbent must follow all relevant safety rules, regulations and standard operating procedures. The incumbent must utilize knowledge of and must comply with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on-the-job or through classroom training, to ensure that all safety practices and equipment are fully utilized. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS­-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as the following: Specialized experience for this position is defined as the following: (1) Implemented and administered a quality assurance/independent reference review process. (2) Written, edited, or provided advice on work products in accordance with GAO and/or CIGIE guidelines and standards. (3) Developed new processes and procedures to enhance and expand the OIG’s reporting and data gathering capabilities. (4) Analyzed, interpreted, and integrated information/data gathered into a variety of formats such as graphs, tables, databases, and spreadsheets. Education This position has promotion potential to the GS-14. SPECIAL NOTE: Education completed in foreign colleges or universities may be used to meet the qualification requirements.
