Architect of the Capitol Human Resources Specialist (Employee Programs) in Washington DC, District Of Columbia

Summary This position is in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer (CAO), Human Capital Management Division (HCMD), Employee Programs Branch. The selected candidate is responsible for developing, implementing and coordinating the AOC’s Mentorship and Ambassador Programs, supports AOC’s awards and employee recognition programs that function in a customer-centric environment, and provides advisory services to staff. Responsibilities The individual selected for this position will perform the following duties: Mentorship Program Strategizes, formulates, organizes and implements an innovative and dynamic Mentorship Program to assist employees of the Architect of the Capitol with their professional and personal growth. Develops strategy, policy and/or standards covering the Mentorship Program activities, while evaluating the effectiveness of programs or operations. Manages operational actions, determine statuses, prioritize events, and provides comprehensive status briefings to the staff. Establishes, plans and implements an annual Mentoring Program plan to meet the needs and interests of program participants and to meet the goals and directives of the human capital management strategy of the Architect of the Capitol. Confers and works with key personnel to identify and assess mentor/mentee applications, facilitates mentor/mentee selections and the appropriate pairing of mentors and mentees. Serves as the initial point of contact for issues and discrepancies between mentees and mentors, while also providing solutions and advisory services. Participates and develops post-program evaluation or feedback processes and reports the results to the EPB Branch Chief. Establishes annual program review protocols and metrics to ensure that the program continually meets expectations, established standards and provides organizational value. Ambassador Program Ensures the delivery of a comprehensive orientation for new employees to AOC's structure, work culture, vision, mission and core values. Analyzes and evaluates, on quantitative and qualitative bases, the effectiveness of the Ambassador program and operations in meeting established goals and objectives. Partners with the Onboarding Specialist and the Talent Acquisition Branch for seamless transition of information regarding upcoming new hires. Coordinates with managers and supervisors who are receiving new hires to identify ambassadors within their work units. Creates an Onboarding Ambassador Guide that will assists the ambassadors with knowing what their roles and responsibilities are, and clearly defines the goals and expectations of the program. Creates a digital onboarding platform to manage the Ambassador Program. Rewards and Recognition Programs Assists in preparing awards certificates, length of service pins, additional awards supplies, and distribution letters. Assists in the administrative arrangements for the Architect’s formal awards programs, including the AOC’s Length of Service and Honor Awards programs. Performs other related duties as assigned. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level. Specialized experience for this position includes: Experience developing, analyzing and evaluating the effectiveness of agency-wide programs and operations. Experience creating comprehensive ambassador or mentor focused programs for agency employees. Experience with assisting in the development of new human resources policies and/or revisions of existing policies and guidance governing the administration of a variety of programs. Ability to provide assistance in managing and/or providing oversight for human resources programs as well as planning and execution of human resources activities and events. Knowledgeable in administering and monitoring procedures to identify and resolve operational problems. Education Additional Information Welcome Veterans.
