City of Warwick Finance Director in Warwick, Rhode Island
The Finance Director administers the full range of financial affairs of the City with a combined municipal and school budget of $361M. This includes preparing the annual budget, the capital improvement program, Annual Comprehensive Financial Report, investment of funds, long term financial planning, pension administration, and issuance of city debt including preparation of the Official Statement. Work is performed independently under the supervision of the Mayor. Duties include: Prepares the annual budget at the direction of the Mayor and manages, controls and disperses all monies and expenditures in accordance with the budget appropriations. Maintains and is responsible for a general accounting system for the City and each of its offices, departments, and agencies. Manages risk and insurance for the City. Keeps books for, and exercise financial budgetary control over each office, department, and agency; and establishes such systems of financial controls as necessary. Prepares and submits to the mayor and City Council - within ninety (90) days after the close of the fiscal year - a projected financial statement; and an audited complete financial statement within six (6) months of the close of the fiscal year. Supervises the office of the Assessor and ensures all property within are properly valued and taxed; makes all special assessments for the city, and gives such notice of taxes and special assessments as may be required by law. Supervises the office of the Tax Collector and ensures all taxes, utility fees and assessments, license fees and all other revenues of the City is collected and properly accounted. Oversees all of the financial and retirement plans of the City; is the custodian of the police pension funds, supervises the Treasurer as the custodian of the fire pension plans, and sits on the municipal retirement board. Makes investments, keeps custody of all invested funds of the city government. Coordinates all financial activity with all City departments to ensure that all financial transactions, funds and accounts are managed to the highest standards. Routinely attends meetings of the City Council, makes presentations and answers questions. Communicates effectively with taxpayers and maintains a positive relationship with City staff. Performs other work as apparent or as directed by the City Mayor. Education and Experience: Bachelor of arts or science in business administration, finance, public administration, or a closely related field, and a minimum of five years of progressively responsible experience in government finance and budgeting; or an equivalent combination of education and experience. Preference may be given to candidates with a master of art or science in the field of finance, accounting, budgeting or a related field. SPECIAL NOTE: Over the next three years, the City expects to issue over $300 million in debt to finance the construction of two new high schools. Applicants with this skill set will be given special consideration for selection and compensation.
