Summary This National Guard position is for an IT SPECIALIST (SYSADMIN) TITLE 32, Position Description Number D1515000 (GS-09) / D1685000 (GS-11) and is part of the Oregon National Guard 116th Air Control Squadron, National Guard. Responsibilities As an IT SPECIALIST (SYSADMIN) TITLE 32, GS-2210-9/11, the purpose of this position is to provide technical and analytical guidance and support for network hardware and software to include various servers and management terminals utilized by Air Control units, considering the current tactics and doctrine. The incumbent performs analytical and evaluative duties related to computer networks to provide information technology and communications functions and services which support programs essential to Air National Guard daily operations, training, and readiness missions. Incumbent is responsible for planning and coordinating mission accomplishments and training requirements of functionally assigned guard member. (1) Configures, manages, monitors, programs and trouble-shoots various tactical and non-tactical network and application server hardware, operating system software, and peripheral network equipment such as routers, bridges, switches, attached cabling system, network interface cards, modems, multiplexers, concentrators, boundary protection devices (firewall), and print services for both classified and unclassified networks. Conducts testing using remote management terminals to insure operability, efficiency, and compliance with existing standards. Recommends policies and develops and maintains procedures for tactical networks, system operations, and product assembly and installation to include policies for system backup and archives. Creates, adapts, and implements guides and controls for network, system, or total communications programs in support of daily operations or training exercises. Configures and manages messaging platforms such as: e-mail servers, and legacy messaging devices. (2) Coordinates with internal and external functions for network design, operation, and address resolution. Establishes and manages IP addresses, communication and network rights, and determines need and access to systems, equipment, and security. Coordinates with requesting agencies (Army, Navy, Allies, etc.) for networking requirements, to include classified and unclassified support. Ensures operation and compatibility of assigned Public Key Infrastructure (PKI) devices. Coordinates with internal and external agencies to ensure overall network design, to include boundary protection devices, will support required networked services. Ensures users or representatives (Work Group Managers) receive and implement correct network device configuration. (3) Analyzes equipment and software reliability and utilization to identify and correct problem areas and to establish network performance levels. Uses benchmarks, performance measurement, and evaluation data, in conjunction with modeling and simulation techniques. Plans for increased capacity to support any additional workloads. Develops recommendations or proposals involving a variety of specialized systems and state-of-the art enhancements designed to meet unique tactical requirements and improve operational efficiency. (4) Performs in-depth analysis of systems related to proposals for change, in order to develop or modify information systems to meet tactical network user requirements. Determines applicability of established methods. Gathers facts about the nature of the work involved in the user's application area, flow of work, processing actions, and work product(s). Provides technical advice to users. Examines and evaluates alternative means of satisfying user requirements. Suggests technically feasible approaches and makes recommendations regarding the most effective and efficient approaches. Designs tactical systems to support various options for several simultaneous interactive users. Determines physical storage requirements. Provides consultation and research to determine common and unique requirements. Establishes and documents standardized terms and data elements. (5) As required, accomplishes risk analysis, accreditation, and certification packages to include disaster recovery plan in accordance with agency requirements. Performs, as required, or assists Information Assurance personnel in conducting risk analysis and security tests and evaluations. Works with other security officers, users, Network Control Center (NCC) personnel, and other support personnel to ensure security regulations are followed. Ensures installation, command, and agency security standards are met. Ensures compliance with all Air Force mandated security updates. (6) Develops, establishes, and maintains work center training programs. Plans and schedules tasks and training activities for drill status guard members. Requirements Conditions of Employment Qualifications Areas of Consideration: Area 1 - Current permanent and indefinite T32 technicians of the Oregon ANG. Area 2 - Current permanent and indefinite T5 employees of the Oregon ANG. Area 3 - Current service members in the Oregon ANG. Area 4 - Individuals in the active duty US Air Force, Air Force Reserve, or Air National Guard. Area 5 - US Citizens eligible to meet the military requirements for membership in the Oregon ANG. GENERAL EXPERIENCE: Work in this series includes managing, supervising, leading, administering, developing, delivering, and supporting information technology (IT) systems and services. This series covers only those positions for which the paramount requirement is knowledge of IT principles, concepts, and methods, e.g., data storage, software applications, networking. SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS: GS-2210-09: Must have 1-year specialized experience equivalent to at least the next lower grade (GS-2210-07 or equivalent) that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Experience includes education or training receiving, maintaining, and issuing data storage media for computer operations. Experience in scheduling the use of computer time for program processing. Experience collecting and sequentially staging input media with associated program instructions for processing. Experience in at least one programming language. Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow. Experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. GS-2210-11: Must have 1-year specialized experience equivalent to at least the next lower grade (GS-2210-09 or equivalent) that that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Experience includes education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. To Qualify for the GS-2210-09 grade, You Must Have: A. One year of specialized experience at the GS-2210-07 grade level (or equivalent) that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. OR B. Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree. To Qualify for the GS-2210-11 grade, You Must Have: A. One year of specialized experience at the GS-2210-09 grade level (or equivalent) that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. OR B. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. For GS-2210-11: Ph.D. or equivalent, or 3 years of progressively higher-level graduate education leading to such a degree in a discipline listed below. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
