Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Serves as an Intelligence Specialist (I&TS), with responsibility for production of finished scientific and technical (S&T) intelligence products. Responsibilities Assimilate, analyze, and produce intelligence which supports foreign armored combat vehicle effectiveness assessments. Develop and utilize new research methodologies, including sophisticated computer models, integrative databases, foreign material exploitation plans, and surrogate testing. Define critical intelligence issues and trends for a difficult and complex Science and Technology area. Refine traditional techniques to design innovative analytical approaches to difficult intelligence problems. Brief decision makers at the Army level and at the key customer activities, targeting the presentations to fit the audience’s interests and the program involvement. Develop overall analytical objectives, project scope, and emphasis through an assessment of customer requirements, center and Army mission objectives, and significant new information or trends. Identify intelligence gaps and prepare detailed specifications for collection based on knowledge of collection systems. Identify intelligence community resources with potential for significant contributions to study objectives and negotiate cooperative analytical efforts. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Reviewing intelligence products to identify foreign trends for exploitation or dissemination. and Developing intelligence products or reports for briefing to senior officials. and Conducting threat assessments and analysis of programs to ensure intelligence requirements are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).Progressively responsible experience which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Intelligence and Threat Support (I&TS) Production and Analysis Researching Understanding Intelligence Data This announcement is for a term position. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a term appointment. Term positions in DCIPS may be extended up to six years; however, they may be extended an additional two years with Agency approval. A DCIPS term employee may be eligible for non-competitive conversion to a DCIPS permanent appointment. To be converted to such an appointment, the employee must: 1. Be initially selected from an announcement that specifically stated that the individual could be eligible for noncompetitive conversion to a permanent DCIPS appointment at a later date; 2. Have completed at least two years of continuous service with at least a "Successful" overall evaluation of record; and 3. Be converted to a permanent DCIPS position in the same work level or grade for which hired may be converted to a higher work level or grade. "This position may be converted to permanent without further competition after completion of two years of continuous service in this position."
