Description of Work

The primary purpose of this position is to issue both general and specialized oversize/overweight permits in accordance with North Carolina law and Department of Transportation permit policies. This employee issues superload permits, which are permits with a gross weight greater than 132,000 lbs. or axle weights greater than standard permit policy. Also, this employee issues special permits, which consist of loads that exceed 110’ in length, width greater than 16’ wide and loads exceeding 16’5” in height. The review process is coordinated with the Pavement Management Unit, Construction Unit, Division/District personnel and Bridge Management personnel for approvals of lane widths, pavement conditions, construction work zones, bridge structures and traffic conditions. The employee working in this position is required to have extensive knowledge of North Carolina truck laws and regulations and Department of Transportation permit policy and procedures. This employee supervises the day-to-day operations of their squad monitoring the status of permit requests. This employee will also be responsible for approving and denying leave requests, conducting performance management reviews, timesheet approvals and other personnel matters. This employee is responsible for conducting training of newly hired assigned permit officers and conducting on-going training of all squad members to increase production and accuracy in the issuance of permits. The Squad Leader position has numerous administrative duties such as providing assistance to the State Highway Patrol with clarification on permits, providing explanation to the general public on routing, involvement with preparing documentation disciplinary actions, meeting with companies concerning superload proposals, providing detailed explanation on truck laws and permit regulations, providing assistance on approved STAA (Surface Transportation Assistance Act) routes and any other inquires on a daily basis.
The program area for this positions includes one or more of the following: working knowledge of the issuance of oversize/overweight permits and working knowledge of North Carolina truck laws and regulations and Department of Transportation permit policy and procedures.
