Job Description:

L3Harris is actively seeking a talented Specialist, Contracts with our Modifications and Modernization (MMG) business area in Waco, Texas. This position will be responsible for a diverse business area, with defense customers from various USG Departments and Agencies, various foreign governments, as well as large and small business prime contractors.

The Contracts Specialist administers, extends, negotiates, and terminates standard and nonstandard contracts. Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.

Essential Functions:

  • Preparing contractual letters, T's & C's, Reps & Certs for proposals to the U.S. Government and other DoD Contractors

  • Providing audit and fact-finding support for major proposals

  • Administering and closing contracts

  • Compiling information and reports

  • Interpreting contract requirements and track contractual performance to the requirements

  • Interfacing directly with customers, senior management, and program teams to resolve issues, secure approvals, and ensure successful contract execution

  • Serving as the primary liaison for contractual communications between L3Harris and our customer

  • Assist in proposing and negotiating contracts for the company’s products and services in prime and subcontracting environments.

  • Ensuring compliance with federal procurement regulatory requirements and providing the primary customer interface on related issues.

  • Assisting procurement personnel with significant contracting tasks, including establishing flow-down terms and conditions.

  • Utilizes knowledge of regulations including the Federal Acquisition Regulation (FAR), FAR supplements (e.g. DFARS) and other agency regulations

  • Influencing successful business outcomes to achieve business and financial objectives for orders, revenue recognition, operating income and free cash flow for new and continuing programs

  • Providing guidance, coaching, and training to other contracts professionals and/or support level employees. May manage projects at this level with responsibility for the delegation of work and the review of others' work product

  • Perform other duties as assigned

  • Communicates with contacts inside and outside own team to explain and interpret operational processes, practices, and procedures Identifies and addresses changes within own job area

  • Works independently on larger, moderately complex projects or assignments

  • Manages intermediate projects or processes with moderate oversight

    Qualifications:

  • Bachelor’s Degree in Business, Finance, or a related field and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.

  • Ability to obtain and maintain a DoD Security Clearance, which requires US citizenship.

  • 2+ years experience with reading and interpreting contracts and statements of work

    Preferred Additional Skills:

  • Active Secret Clearance is highly preferred

  • Experience with Commercial Contract Terms, FAR/DFARS, and TINA

  • Proficiency in utilizing and interpreting financial models and analyses

  • Ability to constructively challenge others and take a robust stance when required to promote or defend the company’s position
