Under general direction of the Associate Director of Operations, the Facilities Manager plans, coordinates, directs and provides oversight and management for the maintenance and upkeep of all Child Development Program (CDP) and administrative facilities, facility related purchasing/inventory control, and day to day needs of program/department sites in accordance with policies, procedures and the philosophy of MAAC, and the Child Development Program (CDP) ensuring program compliance with federal performance standards, local and state regulations and guidelines. The incumbent will also ensure compliance with all policies, procedures and guidelines as outlined by MAAC and governing regulations; performs related duties as assigned. The Facilities Manager will work to create a safe, efficient, and cost-effective environment, ensuring that all facilities are fully functional and meet the needs of the organization and its occupants. Their role is crucial for the smooth operation of daily activities.

 

DISTINGUISHING CHARACTERISTICS

This single position classification has administrative, financial and management accountability for MAAC’s CDP facilities. The incumbent is responsible for managing and participating in a wide variety of agency, programmatic and facility safety and maintenance activities, purchasing, managing complex contracts, purchasing and tracking supplies and items needed for ongoing maintenance to ensure a clean, orderly and safe environment for staff and program participants and for the coordination of all custodial and building maintenance needs including minor repairs and/or building improvements. The incumbent is responsible for developing and implementing short-and long-range plans and strategies for meeting MAAC and the department’s goals and objectives. Duties are carried out with considerable independence within a framework of established policies, procedures and guidelines.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Lead and supervise daily operations for multiple program and administrative facilities.

  • Ensure all MAAC CDP sites comply with structural, health, safety, and environmental standards; regularly inspect sites.

  • Oversee maintenance and repair functions, including custodial, electrical, HVAC, plumbing, security, and groundskeeping.

  • Manage facility master planning, capital projects, lease negotiations, and space utilization.

  • Coordinate setup for events and respond to emergency calls.

  • Promote a high-performance, customer service-oriented environment; manage staff, budgets, and work plans.

  • Ensure compliance with safety laws and regulations; lead safety initiatives, inspections, and employee training.

  • Manage costs for services, monitor expenditures, and oversee procurement of supplies.

  • Negotiate and monitor contracts with vendors; manage RFP processes for repairs and renovations.

  • Develop energy, utilities, and waste reduction plans; maintain safety records for all sites.

  • Coordinate staff development and administer disciplinary actions; assist with hiring and performance appraisals.

  • Assist with planning and licensing childcare sites.

  • Perform other related duties as assigned.   

    QUALIFICATIONS AND SKILLS

    Knowledge of:

  • Principles, practices, and policies of playground safety, childcare facilities, construction, procurement, requests for proposal / bids, leasing and rental agreements, property management, financing methods, budgeting, purchasing, Federal Head Start standards, and maintenance of public facilities and public records in a complex, nonprofit human services agency with child development focus.

  • Local, state, and federal Building codes, ADA requirements, Fire codes and OSHA rules, and regulations.

  • Principles and practices of childcare facility operations and contract law. Principles and practices of management and supervision.

  • Principles and concepts related to Human Resources and managing staff, a strong background in decision making relative to personnel, safety, fiscal and facility/maintenance management.

  • Standard American English, including proper use of grammar, spelling, punctuation, capitalization and word usage.

  • Modern office procedures and practices including proficiency with Microsoft Office, Word, Excel, PowerPoint, and Outlook.

  • Record-keeping practices, legal requirements, electronic records storage systems and automated facilities management software.

  • Database management and reporting utilizing software such as Efforts to Outcomes (ETO) and building management software. 

    Ability to:

  • Effectively plan, design, implement, manage, and evaluate safety and healthy environments; organize, set priorities and exercise sound, expert independent judgment within the area of responsibility.

  • Advanced knowledge and ability to repair and maintain equipment, furniture, fixtures, facilities systems, grounds and structures, ability to interpret structural sketches and blueprints

  • Troubleshoot and perform basic repairs on HVAC, electrical and plumbing systems.

  • Exercise sound, expert independent judgment, initiative, and seasoned political acumen within policy guidelines.

  • Significant problem solving and diagnostic skills, ability to interpret and implement a variety of regulatory standards and guidelines

  • Develop and implement new policies, as well as appropriate procedures and controls.

  • Assess user requirements, set priorities and allocate resources to most effectively meet needs in a timely manner.

  • Coordinate facility construction, renovations and playground development, coordinate and/or perform routine emergency repairs and maintenance at all sites, assist facility staff in all aspects of the job as needed, monitor and evaluate the quality and completion of jobs, coordinate and/or perform after hour emergency facilities and maintenance calls.

  • Work with a wide variety of individuals and groups and demonstrate commitment to diversity in the workplace and accessible services and promote cooperative work environments.

  • Communicate effectively orally and in writing. Prepare clear, concise, comprehensive and well written correspondence, reports, studies and other written materials.

  • Provide leadership, direction, motivation, training, coaching and support to facilities and other staff members.

  • Plan, organize, estimate, coordinate, assign, review and evaluate the quality and timeline of work of others.

  • Operate a computer terminal and computer using word processing, spreadsheet, databases , and other business software.

  • Interpret, apply, explain and reach sound decisions in accordance with MAAC and division policies and procedures and labor contract provisions.

    EDUCATION/EXPERIENCE/CERTIFICATION   

  • A minimum of five (5) years progressively responsible experience administering complex facilities operations (preferably in a school or educational system) including experience working with State and/or Federal regulated child development programs.   

  • Certification in playground inspection (CPSI) and/or certification in conducting safety inspections, knowledge of federal procurement standards and the working application of the Davis-Bacon Act are highly desirable.   

  • Demonstrated proficiency in Microsoft Office Suite including Word, Excel, Outlook, Power Point, and database systems.       

  • Valid First Aid and CPR Certification must be obtained within first two months (2) of employment and maintained throughout employment (paid, designated training available through MAAC CDP).

  • Bilingual (English/Spanish) read, write, speak is highly desirable.

    HEALTH STATUS

    Must have a physical examination and TB clearance, immunization records for influenza*, pertussis, and measles as required by state and federal regulations, and a drug test by a doctor/clinic designated by MAAC prior to the first day of employment. *Exemption may apply only to the influenza vaccine.

BACKGROUND CLEARANCE

All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources. A pre-employment credit check may be required depending upon duties assigned.

Note: California State law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.

 

TRANSPORTATION

Must have and maintain a valid California Driver’s License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC’s insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
