Computes the correct tax amount for international tax returns and initiates taxpayer contact regarding a proposed tax adjustment. Analyzes and resolves tax processing problems. Adjusts taxpayer accounts, prepares, and issues manual refunds, performs multiple credit transfers, computes tax, penalty, and interest including Restricted Interest. Re-computes the Foreign Tax Credit after tax adjustments are made, as applicable. Reconstructs taxpayer status in order to mix many kinds/types and sources of information in determining tax liability and refund entitlements. Reviews international tax returns where income received by a taxpayer is claimed to be exempt under a provision of an income tax treaty, determines the applicability of the treaty, and explains the determination to the taxpayer. Determines status of taxpayer (US Citizen/Resident or Nonresident Alien) for purposes of determining the type of return they should file and applying the substantial presence determination of US residence under Internal Revenue Code (IRC) 7701(b) and explains adjustments and reasons to taxpayers. Responds to inquires from taxpayers regarding soft letters issued on international issues. Tax matters include: mandatory e-file, possession filing requirements, 1042-S questions, passport SSN requirements, etc. Case builds international project tax returns, issues Integrated Data Retrieval System (IDR's) to taxpayer in support of special or routine projects and responds to taxpayer questions to clarify complex information requests. May obtain and use a Government-issued charge card for business-related travel. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-08 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: experience that is related to the work of this position and has provided you with the knowledges, skills and abilities required for successful job performance. To be qualifying, your experience must be sufficient to demonstrate a wide variety of interrelated conditions, and procedures required to assemble, review and maintain taxpayer international tax returns in which you will perform a variety of tasks associated with securing or closing tax returns, correcting actions and screening a variety of information, reports and taxpayer requests. Some of these tax matters include mandatory e-file, possession filing requirements, 1042-S questions, and passport SSN requirements. Your experience should also include accomplishment working with tax reporting schedules, such as: tax payment schedules, allowable deductions, profit, and loss statements and other methods for calculating tax liabilities; Knowledge of Audit Inventory Management System (AIMS), Examination Return Control System (ERCS), Integrated Data Retrieval System (IDRS), campus processing procedures, master file transaction codes, procedures for effecting account corrections and adjustments. Some of these include credit transfers, entity changes, filing status changes, account merging, penalty re-computations, manual assessments and/or refunds, partial assessments, and cycling of transactions; Ability to work with available online systems, research materials, technology, and other tools to fulfill case building requirements. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-08 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages. This is a bargaining unit position. Tour of Duty: Monday through Friday 8:00am to 4:30pm Travel 1-5 days no more than 25%. Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
