Job Summary

Under administrative direction, is responsible for managing and coordinating complex administrative projects or activities that require a high degree of specialized knowledge. Conducts research, provides data, makes recommendations, and implements solutions to achieve project goals and objectives. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Manages and coordinates projects and activities between various divisions, City departments, public agencies, and/or private sector representatives.

  • Seeks and evaluates information from a variety of sources; provides specialized reports as requested by management.

  • Oversees coordination between divisions/departments throughout duration of projects.

  • Prepares and delivers presentations.

  • Coordinates and prepares reports and correspondence in response to requests for information from City Manager's Office and Mayor & Council Offices; may also prepare City Council agenda material such as ordinances, council memos, etc.

  • Suggests and implements management solutions to address new or ongoing problems within department or division.

  • May assist in preparing and monitoring of annual departmental or divisional budget.

  • Serves as departmental/divisional representative at conferences and meetings.

  • May supervise, train, and evaluate staff, with continuous conversations, listening and communicating through various methods.

  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university. Master's Degree is highly desirable.

  • Three (3) years of increasingly responsible experience in planning, business, finance, or a related field.

  • Two (2) years of supervisory experience.

  • Must maintain federally mandated security clearance required to work at an airport at all times.

  • Must pass a Transportation Security Administration (TSA) Security Threat Assessment and a Criminal History Records check upon employment.

Preferred Qualifications

  • Bachelor's Degree from an accredited college or university in Environmental Engineering, Environmental Management, Sustainability, Chemistry, Biology, Geology, Earth Sciences, Business Management, Marketing/Advertising, Engineering, or Aviation (all disciplines).

  • Experience creating and managing programs to meet the net zero carbon goal by 2050, reducing climate change impacts of an airport, launching emissions, reliability, and clean energy projects, planning, organizing, and hosting climate change programs and events, performing leadership and functional supervision over Aviation/airline employees, volunteers, concessions, and charitable organizations, and working on an Electric Vehicle Charging program.

  • Experience creating public outreach programs, organizing volunteer events, calculating emissions reductions, environmental planning, creating climate action plans, implementing effective recycling programs, writing and creating newsletters and press releases, and drafting department sustainability policies.

  • Experience with: Aviation and airports, SAF (sustainable aviation fuel), carbon credits, verified emissions reductions, ozone non-attainment (NAAQS), carbon footprints, San Antonio's Carbon Action and Adaptability Plan (CAAP), the Paris Climate Accord, ground support equipment electrification, green power purchasing, alternative fuels, FAA's AEDT program, passenger carbon offset programs, flight path analysis, financial studies, lifecycle cost analysis, Environmental Justice (Title VI), forecasting, planning studies, traffic studies, Green Building Design and Construction, LEED, Well Building, Construction Phasing Plans, Runway configuration, ACI-NA Working Groups, AAAE Working Groups, net zero emissions goals by 2050, Environmental, Sustainability and Governance Reports (ESG), green parking, solar power purchasing, water conservation, CORSIA carbon offsetting scheme (ICAO), food recovery/donation program, managing vendor contracts, authoring newsletters and press releases.

  • Project management skills such as: experience reading building design drawings and attending construction and design meetings.

One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

  • Ability to communicate clearly and effectively.

  • Ability to establish and maintain effective working relationships with employees, management and the general public.

  • Ability to perform all the physical requirements of the position, with or without accommodations.

  • Working conditions are primarily inside an office environment with occasional exposure to hazardous materials, bodily fluids, infectious diseases and unfavorable fumes, vapors and odors.
