Learn more about this authority at: https://www.opm.gov/policy-data-oversight/hiring-information/direct-hire-authority/#url=Fact-Sheet Responsibilities Provides oversight during initial and extended attack fires and directs fire line activities and tactics of dispersed firefighters, resources, equipment, and aircraft. Provides for follow-up actions to safely and effectively manage wildland fires. Plans, assigns, monitors, and adjusts the work of subordinate employees based on many rapidly changing priorities. Leads, gives advice, instruction, and counsel to subordinate employees. Instructs employees on safe operating procedures and policies and investigates accidents. Develops and maintains overall fire management plans for complex fire programs covering a variety of activities, such as: fire detection, fuels projects, staffing requirements, pre-incident planning, and methods of initial attack. Facilitates collaboration for the development of operation plans, provides technical direction in the execution of master plans throughout the organization. Directs the preparation and execution of annual budgets for fire management programs to ensure adequate staff, equipment, and facilities to protect natural resources from fire. Plans, coordinates, directs, and participates in training courses for agency personnel, cooperators covering all phases of the fire management program including methods, techniques and practices of fire prevention and suppression. Coordinates strategic implementation of complex fire management activities in a rapidly changing environment for allocation of resources, equipment, and aircraft. Ensures fire operations and fuels management program is consistent with ecosystem management principles, land management plans, and impacts to air quality standards. Establishes priorities for fire hazard reduction to protect high value resources by reviewing and evaluating fuels management plans. Directs suppression operations on large or complex fires as required and facilitates implementation of post fire recovery activities. Authorizes use of special resources such as contracted aircraft, emergency personnel hires, and purchase of services, supplies, and equipment during fire emergencies. Reviews or prepares reports concerning fire trespass, fire damage, or fire damage appraisals; and recommends legal or other action. Requirements Conditions of Employment Qualifications Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: PATHWAY #1: I have held, or currently hold, the NWCG qualification or higher: Task Force Leader (TFLD), AND either Incident Commander Type 3 (ICT3), OR Prescribed Burn Boss Type 2 (RXB2). PATHWAY #2: I have held, or currently hold, the NWCG qualification or higher: Helicopter Base Manager (HEBM) AND Incident Commander Type 3 (ICT3). AND Fire Program Management (M-581) as a condition of employment within one year of hire date Specialized Experience: In addition to meeting the selective factors above, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Serving as a wildland fire technical expert for a fire unit, planning and directing the work to be accomplished by subordinates; reviewing and providing input into preparedness and operating plans; providing advice and guidance in the implementation of fire and aviation management policies; briefing internal and external managers on issues related to wildland fire, prescribed fire, and fire program activities; serving as an interdisciplinary team member with other federal, state, tribal and local groups. -OR- Education: Directly related Ph.D or equivalent doctoral degree, or at least three years of progressively higher coursework leading to a related Ph.D degree. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification and selective placement factor requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. Physical Demands: Normally the work is sedentary but often requires physical exertion while overseeing fire suppression activities including walking over rough, steep, uneven terrain in all types of weather. You are faced with emergency situations at all hours and must respond quickly. You may be required to work long shifts or multi-day assignments under primitive living conditions during emergencies. During the fire season, extended fire assignments away from the unit may be required under very stressful conditions. Work Environment: Although work is generally performed in an office setting, field work involves exposure to temperature extremes, both from weather and fire conditions where falling trees, smoke, and dust create hazardous conditions. The nature of fire suppression work requires that protective clothing (boots, hard hats, etc.) be worn during fire assignments. You must exercise a variety of safety practices and precautions for the well-being of self and of others.
