Federal Acquisition Service Supervisory Property Disposal Specialist in United States

Summary As a Supervisory Property Disposal Specialist, the incumbent manages the activities, tools, and programs used to facilitate the disposal of federally-owned personal property by sales. Location: Federal Acquisition Service (FAS), Personal Property Operations Division, Sales Branch. The duty location of this position will be determined upon selection. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Duties: The Office of Personal Property Management, provides the services, expertise and systems necessary to ensure the timely, effective, and efficient disposition of the federal government’s excess and surplus personal property assets, yielding the greatest return on investment to the taxpayer, at the least cost to our environment. As a result, federal property managers save millions of taxpayer dollars each year. You will be responsible for the following duties, including but not limited to: Manages, directs, and coordinates the sale of personal property no longer needed by a federal agency to eligible recipients, including the general public. Plans, directs and reviews the work of subordinates engaged in providing technical guidance and direction to the nationwide programs across property sales offices. Coordinates development of workload objectives, performance goals, and budgets within the sales program. Negotiates and maintains constant liaison with policy, operational, and administrative officials at GSA and other Executive agencies relative to the development of government-wide procedural instructions for sale of personal property. Provides expert policy interpretation for higher level officials aimed at resolving sales problems and promoting the sale of surplus property nationwide.. *We are currently filling one vacancy, but additional vacancies may be filled through this announcement in this or other GSA organizations within the same commuting areas needed. Requirements Conditions of Employment US Citizenship or National (Residents of American Samoa and Swains Island) Meet all eligibility criteria within 30 days of the closing date Meet time-in-grade within 30 days of the closing date, if applicable Register with the Selective Service if you are a male born after 12/31/1959 If selected, you must meet the following conditions: Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 1 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position. Serve a one year supervisory or managerial probationary period, if required. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as experience performing a wide range of property disposal work using principles and concepts associated with sales, exchange/sales, marketing and relating disposal functions for surplus personal property.
